Job description

NATURE OF WORK

This is highly responsible professional engineering and supervisory work in planning, organizing, supervising and performing engineering services in the design, construction and inspection of public works projects and facilities. Work also involves reviewing and making recommendations on proposed private land developments and infrastructure work; and providing engineering consultation to all Town departments, boards, commissions and residents.

An essential part of the duties of this position is assisting in developing a flexible and anticipatory organization which will provide cost-effective and customer-friendly delivery of quality services to the community; plus assisting in developing and utilizing the potential of each employee to successfully find new ways to deliver both the short and long-term needs of South Windsor consistent with the Town’s goals and objectives.

Work is performed under the general supervision of the Director of Public Works in accordance with prevailing policies and procedures. Work is reviewed through conferences and reports for overall program effectiveness and efficiency.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

Plans, prioritizes and schedules work of Unit. Assists in setting goals and objectives for Department and Town.

Supervises employees and consultants in designing, reviewing, and inspecting the construction of structures and facilities such as roads, buildings, bridges, recreational facilities, sewer and drainage systems; evaluates results, initiates changes in design criteria, specifications, policies and procedures.

Prepares specifications and cost estimates for proposed public works projects; may perform comprehensive engineering studies for review by other governmental agencies; coordinates project work with other Towns, State, and Federal agencies as necessary.

Acts as resident engineer on contract and force account construction projects; makes regular review and inspections of public works projects in progress; reviews and makes recommendations on change orders as necessary; recommends acceptance of work by private contractors upon completion of specified tasks.

Confers with builders, developers, engineers, and the general public on Town engineering and public works matters.

Responsible for the technical review of subdivision, commercial, and industrial development plans. Provides technical consultation to Town Boards and Commissions concerned with development and technical matters.

Oversees the updating of road boundary, sewer interceptor and utilities maps, and assessor maps, drawings, specifications, and related records.

Prepares recommendations for and administers annual budget for Unit; annually prepares and manages numerous capital improvement project budgets and Federal and State grant projects.

Prepares statistical and narrative reports of some complexity for the Director of Public Works.

Addresses public and private groups on public works improvements.

Recommends employment, promotion, and discipline actions; evaluates personnel and administers Town personnel regulations and collective bargaining agreement for employees within Unit; supervises training and development programs for Unit employees consistent with the Town’s quality service goals and the development of cost-effective, customer-friendly service delivery.

Promotes safe work practices.
