Job Summary:
We are seeking a highly experienced Program Manager to lead and oversee mission-critical federal programs upon contract award. The ideal candidate will be responsible for managing contractual commitments, driving program execution, ensuring compliance with industry standards, and maintaining strong stakeholder engagement. This role requires expertise in Agile delivery, risk management, and performance monitoring within a compliance-driven environment.
Key Responsibilities:
  • Act as the primary point of contact for government stakeholders (COR/COTR) and ensure contract compliance
  • Lead weekly, monthly, and quarterly program reviews and executive briefings
  • Manage CDRL deliverables, including reports, transition plans, and security documentation
  • Drive Agile practices: sprint planning, backlog management, velocity tracking, and retrospectives
  • Maintain staffing plans, handle personnel changes, and oversee subcontractor performance
  • Manage and maintain an integrated risk register with timely escalation and mitigation
  • Ensure adherence to ISO, CMMI, and organizational compliance standards
  • Monitor program performance metrics and implement corrective actions when required

Skills Required:
  • Must possess an active secret clearance
  • Strong program and project management experience, preferably in federal/DoD environments
  • Expertise in Agile methodologies (sprint planning, backlog management, velocity tracking)
  • Proficiency in tools such as Microsoft Project, Jira, Power BI, ServiceNow
  • Solid understanding of risk management, compliance frameworks, and performance metrics
  • Experience managing cross-functional teams and large-scale programs
  • Strong stakeholder communication and executive reporting skills
  • Knowledge of security and compliance tools (eMASS, STIGs, etc.)
  • Familiarity with ISO 9001, ISO/IEC 27001, ISO/IEC 20000-1, and CMMI Level 3 standards
  • Experience with Service Summary (SS-1 to SS-23) metrics and SLA tracking
  • Ability to drive data-driven decision-making and reporting
  • PMP (Project Management Professional) certification is required.

Preferred Certification:
  • Active TS/SCI Clearance
  • DoD 8570/8140 IAM Level I or II (Security+, CAP, or equivalent)
  • SAFe Agilist or Scrum Master Certification
  • ITIL 4 Foundation Certification
