Overview
As an Air Quality Project Manager for Civil & Environmental Consultants, Inc. (CEC) in our Knoxville, TN office, you'll evaluate and present information regarding emissions from proposed processes and equipment to support state and federal permit applications and regulatory compliance reports. You will assist clients with sustainability reporting and achieving Environmental, Social, and Governance (ESG) goals. Your responsibilities will include performing engineering calculations, compiling permit application documents, preparing compliance reports, coordinating with clients to obtain project information, communicating with regulatory personnel, and evaluating control technologies and emission reduction options for client facilities. You will work with a team of junior to experienced scientists and engineers, providing mentoring and technical training.

Key Responsibilities:
  • Evaluate and quantify emissions from processes and equipment to support permit applications and compliance reporting.
  • Compile and prepare state and federal permit applications and regulatory compliance reports.
  • Perform engineering calculations and assess control technologies and emission reduction strategies.
  • Assist clients with sustainability reporting and ESG-related initiatives.
  • Coordinate with clients, contractors, and regulatory personnel to obtain project information and ensure compliance.
  • Provide mentoring, guidance, and technical training to junior and mid-level staff.
  • Support business development efforts and contribute to the growth of the Air Quality Practice.

Qualifications
  • Bachelor's or Master's degree in Chemical or Environmental Engineering, Environmental Sciences, Meteorology, or a related field
  • 5+ years of experience in consulting, compliance, or industry roles focused on air quality
  • Experience performing emission inventory calculations, preparing air permit applications, and developing compliance reports
  • Experience managing air quality permitting and compliance projects
  • Knowledge of USEPA, Tennessee, and other regional air quality regulations
  • Strong written and verbal communication skills

Preferred Capabilities
  • Knowledge of New Source Review (NSR) procedures
  • Experience conducting Best Available Control Technology (BACT) analyses
  • Familiarity with air compliance requirements for the solid waste, manufacturing, mining, or power industries
  • Experience performing dispersion modeling using AERMOD
