Job description

Overview
As a Water Resource - Drainage Engineer for Civil & Environmental Consultants, Inc. (CEC), in our Phoenix, AZ office you'll have the opportunity to work collaboratively in an employee-owned company while interacting with clients, contractors, regulators, and government officials. At CEC, you will provide services for projects of various complexities with opportunities in stormwater management & compliance, watershed management, floodplain management, National Flood Insurance Program (NFIP) permitting & map revisions, flood mitigation analyses, permitting & design, drainage master planning, waterways development, bridge & culvert designs, water resources & construction permitting, and Municipal Separate Storm Sewer System (MS4) services. Your involvement throughout the lifespan of projects will be from conception through construction as you contribute to the analysis, design, development of plans & specifications, permitting applications, bidding, and construction engineering. You will work collaboratively with our diverse team of talented, passionate, multidisciplinary experts as we provide unique solutions to meet our clients' needs with innovation and a vision for growth. As your career at CEC progresses, your team will look to you as a technical expert as you share your knowledge through meetings, conferences, articles, and mentoring.
Key Responsibilities:
  • Perform advanced engineering design tasks on complex water resource projects
  • Perform hydrologic and hydraulic analyses to support design and assessment of surface water systems and infrastructure
  • Develop and review hydrologic and hydraulic models and perform simulations
  • Develop detailed plans, specifications, cost estimates, calculations, and reports, along with permit application support
  • Conduct quality assurance and quality control reviews on projects
  • Provide mentoring, training, and oversight for staff
  • Manage water resource related projects and tasks
  • Pursue client management and business development opportunities.

Qualifications
  • Bachelor's degree or higher in Civil, Water Resources, or Biosystems Engineering (or related field)
  • Professional Engineer licensed in Arizona or able to obtain an AZ license
  • 6+ years of water resources engineering experience
  • Experience mentoring and managing staff.

Preferred Capabilities:
  • Excellent project management, time management, and organizational skills with a thorough understanding of task assignment and schedule, budgeting and efficient use of time and resources
  • Excellent verbal and written communication skills and the ability to effectively communicate via phone, email, technical writing, and in-person
  • Ability to solve complex problems using sound professional judgment, creativity, and innovation
  • Ability to work effectively in a team environment and to engage in creative and critical thought
  • Strong experience with hydrologic and hydraulic processes and expertise in modeling these processes
  • Familiarity with applications of Low Impact Development, Green Infrastructure, and/or Nature-Based Solutions
  • Proficiency in AutoCAD Civil 3D or Microstation, ArcGIS, HEC-RAS, HEC-HMS, EPA SWMM, or other standard water resources software
  • Proficiency in 2D Hydraulic Modeling (e.g., FLO-2D) preferred, but not required.
