We work to maximize the state's energy potential by exploring diverse energy resources, advancing energy efficiency, and reducing energy consumption through education, research, and innovative energy technologies that benefit communities across the state. We're looking for a Federal Energy Program Manager to join our team in Baton Rouge, Louisiana.

In this senior-level role, you will assist the Statewide Program Manager 2 in the administration, oversight, and successful execution of federally funded energy programs that support Louisiana's energy goals and long-term sustainability. If you're a strategic leader with a passion for energy innovation, program management, and public service, this is an opportunity to make a meaningful impact on Louisiana's energy future while helping drive initiatives that benefit citizens, businesses, and communities statewide. Minimum Qualifications A bachelor's degree in a physical, biological, or environmental science, engineering, computer science, or a business-related field plus four years of experience in natural resources management, environmental science, computer science, or administrative services; OR A master's degree in a physical, biological, or environmental science, engineering, computer science, or a business-related field plus three years of experience in natural resources management, environmental science, computer science, or administrative services; OR A doctorate in a physical, biological, or environmental science, engineering, computer science, or a business-related field plus two years of experience in natural resources management, environmental science, computer science, or administrative services.

Job Duties and Other Information Job Duties: This role requires a dynamic professional with a diverse skill set, strong analytical capabilities, and the ability to manage multiple projects across a wide range of energy initiatives. Duties and responsibilities include, but are not limited to the following: Provides direction and review of funds to ensure proper allocation and expenditure of funds, alignment with budget, and compliance with funding source requirements; monitors performance of contractors and grantees.

Develops and implements policies and procedures to ensure program/project compliance with applicable laws. Provides financial oversight of federal and state energy programs, including fund allocation, budget tracking, and expenditure analysis to ensure accountability and compliance with all funding source requirements. Serves as a liaison for all federal and state energy initiatives, collaborating with internal teams, external stakeholders, nonprofit partners, and governmental entities to coordinate energy-related projects and funding opportunities.

Applies analytical skills to evaluate program performance. Prepares, reviews, and submits performance reports, including required quarterly and annual reports to the U.S. Department of Energy (USDOE)

Develops, drafts, and oversees contracts and procurement instruments, including Requests for Proposals (RFPs), ensuring alignment with program objectives, budgetary constraints, and compliance with federal and state procurement regulations. Monitors contractor and subrecipient performance, including timely reporting, adherence to deliverables, and compliance with scope of work. May represent the agency on boards, coalitions, associations and panels in meetings with private industry, nonprofit organizations, and governmental officials in matters relative to energy.

Performs other related duties as assigned by the manager.
