Position Overview

We are seeking an experienced Senior Azure Full-Stack Developer to support a large-scale pension administration modernization initiative for our client Teachers’ Retirement System of Oklahoma (TRS).


TRS is replacing aging legacy systems and transitioning to a unified, cloud-native environment hosted on Microsoft Azure. The initiative includes developing MyPAS 3.0, a modern pension administration platform that integrates with the MyTRS member portal and MyERS employer portal.


The selected consultant will design, develop, test, and maintain modern application components using Angular, C#/.NET, REST APIs, Azure SQL, and Azure Function Apps. This role requires strong hands-on development experience, familiarity with legacy-system modernization, and the ability to collaborate with technical and non-technical stakeholders.


Key Responsibilities

  • Design, develop, enhance, and maintain scalable web applications using Angular, TypeScript, C#, and .NET.
  • Develop REST APIs, system interfaces, Azure Function Apps, and automation workflows.
  • Build and maintain application components hosted within Microsoft Azure.
  • Work with Azure SQL Managed Instances and related database technologies.
  • Translate functional and technical requirements into maintainable, production-ready software.
  • Participate in application architecture, functional design, and technical-design discussions.
  • Analyze legacy-system architecture, dependencies, technologies, and integration points.
  • Support the migration and replacement of legacy pension-administration applications.
  • Write unit tests and participate in functional, integration, and regression testing.
  • Perform code reviews and submit pull requests for review by TRS technical staff.
  • Troubleshoot defects, identify root causes, and implement sustainable corrections.
  • Develop technical documentation, implementation instructions, and system-support materials.
  • Collaborate with business analysts to refine user stories and acceptance criteria.
  • Participate in Agile ceremonies, backlog refinement, sprint planning, demonstrations, and retrospectives.
  • Manage multiple development assignments and meet established project timelines.
  • Communicate technical concepts clearly to developers, analysts, testers, project managers, and business stakeholders.


Required Qualifications

  • 7+ years of professional application-development experience.
  • Strong hands-on experience with C#, .NET, or ASP.NET Core.
  • Strong experience developing modern front-end applications using Angular and TypeScript.
  • Experience designing and developing REST APIs and system integrations.
  • Hands-on Microsoft Azure development experience.
  • Experience with Azure Functions or Azure Function Apps.
