We are seeking an experienced Business Analyst to support the Oklahoma Teachers’ Retirement System’s multi-year technology modernization initiative.

TRS is replacing aging legacy systems, including the ALICE platform, with a unified, cloud-native environment. The program includes development of MyPAS 3.0, a modern Azure-hosted pension administration system integrated with the MyTRS member portal and MyERS employer portal.

Key Responsibilities

• Partner with business units to understand workflows, challenges, and improvement opportunities

• Collaborate with developers, IT teams, product owners, and other technical resources

• Document current-state and future-state processes using process maps, swimlane diagrams, and workflow charts

• Facilitate requirements-gathering and process-design sessions

• Translate business needs into functional requirements, Azure DevOps user stories, work items, and acceptance criteria

• Review and refine requirements for clarity, consistency, testability, and alignment with business priorities

• Develop functional test plans, test scripts, and step-by-step testing instructions

• Perform functional testing in Development and Test environments

• Document defects, track resolution progress, and validate completed fixes

• Coordinate, support, and lead user acceptance testing sessions

• Communicate project status, risks, issues, and dependencies to stakeholders

• Contribute to training materials, user documentation, and change-management activities

• Serve as the primary liaison between business stakeholders and technical teams

Required Qualifications

• Professional experience in business analysis, process analysis, process documentation, or a related role

• Strong analytical, critical-thinking, and problem-solving skills

• Experience creating process maps, swimlane diagrams, workflow charts, and related documentation

• Experience developing user stories, functional requirements, acceptance criteria, and test cases

• Familiarity with Azure DevOps or a comparable work-item management platform

• Hands-on experience with functional testing, defect management, and UAT coordination

• Excellent written and verbal communication skills

• Strong facilitation and stakeholder-management capabilities

• Ability to translate complex business and technical concepts into clear, actionable requirements

• Ability to work effectively in a long-term, multi-team modernization environment

Preferred Experience

• Experience supporting large-scale application modernization or digital-transformation programs

• Familiarity with Microsoft Azure, Angular, REST APIs, Azure SQL Managed Instance, Azure Function Apps, or Power BI

• Experience with pension administration, retirement systems, government agencies, or highly regulated environments

• Knowledge of document-management and process-automation solutions

Experience working within an established Software Development Life Cycle
