Job description

STV is seeking a Civil Engineering Specialist to join our growing Transportation & Infrastructure team in Virginia Beach, VA, with the flexibility to be located in Richmond, VA. This is an opportunity to help shape the way people move through Hampton Roads-supporting meaningful transit, roadway, bike/pedestrian, and multimodal projects that improve access, strengthen communities, and create more connected transportation options across the region.

In this role, you will support the planning and design of transportation improvements including transit stations and stops, bus rapid transit, roadway, bike/pedestrian, accessibility, and related infrastructure projects. You will work alongside experienced project managers, engineers, planners, and technical specialists while gaining exposure to client coordination, public agency standards, multidisciplinary design, and project delivery from concept through final design and construction support.

What You'll Do:

  • Support the development of civil and transportation design plans for transit, roadway, bus rapid transit, bike/pedestrian, and multimodal infrastructure projects.
  • Prepare design drawings, sketches, calculations, reports, specifications, and cost estimates for public agency transportation projects.
  • Assist with horizontal and vertical alignments, typical sections, cross sections, ADA improvements, corridor layouts, and related transportation design elements.
  • Coordinate with roadway, transit, drainage, traffic, structural, environmental, and construction teams to support complete, high-quality deliverables.
  • Apply VDOT, local agency, AASHTO, ADA, and applicable design standards to help deliver practical, constructible transportation solutions.
  • Use Bentley OpenRoads Designer, MicroStation, AutoCAD, and other design tools to support plan production and model development.
  • Participate in project meetings, site visits, and coordination discussions with clients, subconsultants, and internal project teams.
  • Support schedules, budgets, submittals, and quality reviews while continuing to grow technical skills and project delivery experience.

What You'll Bring:

  • Bachelor's degree in Civil Engineering or a related field.
  • Approximately 3-5 years of progressive transportation, roadway, transit, or civil infrastructure design experience.
  • Engineer-in-Training (EIT/EI) certification preferred; interest in pursuing a Professional Engineer (PE) license is encouraged.
  • Experience supporting transportation plans, specifications, estimates, technical reports, and construction document production.
  • Familiarity with VDOT roadway standards, local agency criteria, AASHTO guidance, ADA requirements, and transportation design best practices.
  • Proficiency with Bentley MicroStation, OpenRoads Designer, and/or AutoCAD/Civil3D. OpenRoads experience is a plus.
  • Strong communication, collaboration, and problem-solving skills with an interest in working on multidisciplinary transportation and transit projects.

Why STV?

At STV, you will be part of a national transportation practice with the local focus, mentorship, and project variety that help early-career engineers build a meaningful career. Our Virginia Beach team supports infrastructure that improves how people move through Hampton Roads, including roadways, transit, bridge, flood protection, and multimodal projects for public agencies across the region.

You will have the opportunity to learn from experienced transportation professionals, contribute to visible community-focused projects, and grow your technical skills in a collaborative environment. STV combines the resources of a national firm with the accessibility of a close-knit local office, giving you room to take on responsibility, expand your design experience, and make a direct impact on the communities we serve.

If you are looking for a role where you can work on meaningful transportation and transit projects, develop under supportive technical leaders, and help shape mobility solutions in Virginia Beach and throughout
