GENERAL SUMMARY Salary: $83,287.53/annual midpoint to $99,000/annual max (Depending on qualifications) Responsible for providing strategic leadership, oversight, and evaluation of the City's Behavioral Health division, which includes the Community Care Team, homelessness response, and victim services initiatives while ensuring high-quality, trauma-informed, and data-driven services that improve public safety and community well-being. Serves as the City's subject matter expert on behavioral health, crisis response, homelessness, and victim services by developing innovative programs, cultivating regional partnerships, securing external funding, educating the public, and identifying opportunities to expand services throughout Mesquite and the Southeast Alliance region. Exercises direct supervision over assigned professional and support staff, including Community Care Team personnel (in partnership with Parkland/Bio), the Homeless Outreach Coordinator, Victim Advocate, interns, and other assigned employees. Provide strategic leadership, management, and oversight of the Southeast Alliance Community Care Team (SEACCT), Homeless Outreach Program, and Victim Services Program. Develop long-range strategic plans, annual work plans, goals, performance measures, and operational priorities for assigned program areas. Direct the daily operations of assigned staff while ensuring quality service delivery, professional development, accountability, and continuous improvement.
Supervise, coach, evaluate, mentor, and develop assigned personnel. Provide direct supervision and strategic guidance to the Homeless Outreach Coordinator, ensuring effective outreach, engagement, housing navigation, encampment response, and coordination with regional partners. Provide direct supervision and support to the Victim Advocate, ensuring delivery of trauma-informed, victim-centered services and compliance with all applicable grant and program requirements.
Evaluate emerging behavioral health, homelessness, and victim service needs and recommend new programs, policies, partnerships, and service models. Develop and maintain collaborative relationships with federal, state, county, regional, and local governmental agencies, hospitals, behavioral health providers, nonprofit organizations, educational institutions, housing agencies, and criminal justice partners. Identify opportunities to expand regional collaboration among participating municipalities and community partners to improve service delivery and maximize available resources.
Serve as liaison between City leadership, public safety departments, partner agencies, funding organizations, elected officials, and community stakeholders. Research, identify, develop, write, and submit competitive federal, state, local, and private grant applications supporting behavioral health, homelessness response, victim services, and related community initiatives. Administer assigned grants by ensuring compliance with all financial, reporting, documentation, auditing, and performance requirements.
Identify and pursue alternative funding opportunities through grants, partnerships, interlocal agreements, and public-private collaborations. Develop, monitor, and administer program budgets and recommend staffing, equipment, and resource needs. Develop performance measures and analyze operational data to evaluate program effectiveness, identify trends, and support evidence-based decision making.
Prepare reports, presentations, statistical analyses, dashboards, and recommendations for City management, City Council, governing boards, funding agencies, and community stakeholders. Participate in regional governance boards, advisory committees, task forces, and professional organizations representing the City's behavioral health, homelessness, and victim services initiatives. Coordinate multidisciplinary case conferences, program reviews, and interagency meetings to improve service coordination and client outcomes.
Develop and implement policies, procedures, and operational standards to ensure efficient and effective program operations. Monitor developments, legislation, regulations, funding opportunities, and best practices affecting behavioral health, homelessness response, crisis intervention, and victim services. Develop and implement community outreach, public education, and awareness initiatives promoting behavioral health resources, homelessness response, victim services, crisis intervention, suicide prevention, and available community support.
Represent the City through public presentations, media interviews, educational workshops, conferences, neighborhood meetings, and community events. Foster collaborative relationships with residents, neighborhood organizations, faith-based organizations, businesses, and civic groups to increase awareness and engagement. Participate in emergency response planning and coordinate community response efforts during disasters, critical incidents, or community emergencies involving behavioral health, homelessness, or victim services.

MINIMUM JOB REQUIREMENTS EDUCATION AND EXPERIENCE Master's degree from an accredited college or university in Social Work, Counseling, Psychology, Public Administration, Public Health, Criminal Justice, Behavioral Health, Human Services, or a closely related field.
Five (5) years of progressively responsible experience in behavioral health, crisis intervention, homelessness response, victim services, public health, public safety, or related human services, including supervisory and program management responsibilities. Experience managing grants, budgets, and multidisciplinary teams is preferred. Licensed in the State of Texas (LCSW or LPC).
OR Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job. LICENSES AND CERTIFICATES Possession of a valid driver's license. WORK SCHEDULE Monday thru Friday 8:00 AM -5:00 PM.
