Job description

Job Summary

This position serves as one of four BCA Deputy Superintendents, with primary responsibility for providing oversight and strategic direction for the Minnesota Justice Information Services (MNJIS) Division. 

MNJIS, one of the BCA’s four major divisions, serves as the state’s primary gateway for delivering criminal justice information systems and services across local, state, and federal levels. Its responsibilities include the development, maintenance, and coordination of multiple complex, statewide, integrated criminal justice systems, as well as managing related business services such as criminal history background checks, fingerprinting, uniform crime reporting, and setting the statewide strategic direction for information sharing.

MNJIS also oversees the Training & Auditing Program, which provides education to BCA criminal justice partners on the proper access and use of FBI and BCA systems and data. The program conducts audits of both criminal and non-criminal justice users to ensure appropriate data access, dissemination, and investigate potential misuse. 

Additionally, MNJIS manages the BCA’s Enterprise Information Security and Compliance Program, responsible for safeguarding criminal justice systems and data statewide through auditing, training, and ensuring compliance with the FBI CJIS Security Policy and BCA CJDN Security Policy. 

The Deputy Superintendent of MNJIS is responsible for strategic leadership in managing these critical technical and business services, as well as setting strategic direction for sharing criminal justice information. The Deputy Superintendent directs and provides oversight and leadership in managing the BCA MNJIS criminal justice information technical products, projects, secure network and infrastructure, and core technical services; manages the fiscal activities of MNJIS, including the biennial budget and spending plan; provides oversight and leadership of MNJIS business services and priorities; and is responsible for the enforcement of the BCA’s Management Control Agreement (MCA) with MNIT Services, as required by the FBI CJIS Security Policy.

The Deputy Superintendent, MNJIS, is a member of the BCA senior leadership and management team that includes the Superintendent and the four Deputy Superintendents and is responsible for the overall strategic direction and implementation of BCA priorities. MNJIS is comprised of over 200 employees and contractors. This position collaborates with hundreds of state, local and federal criminal justice and other governmental entities and works across all branches of government.

Qualifications

Minimum Qualifications

1. A minimum of eight (8) years of professional experience in the criminal justice field, including at least five (5) years in a managerial capacity. Managerial experience must include all of the following:

  • Oversight of multiple units, programs, divisions, or departments with demonstrated ability to lead and manage multidisciplinary, cross-functional teams
  • Strategic planning capabilities and the ability to evaluate and analyze complex issues at a strategic level to develop problem-solving solutions
  • Proven skills in organizational development, leadership, delegation, and interpersonal communication to support and implement organizational change
  • Experience in program management, policy development, and business process improvement, demonstrating sufficient technical expertise to plan, organize, direct, and explain complex programs and practices
  • Experience working with criminal justice information, information systems, or information technology

2. Experience in the criminal justice field that includes interpreting, applying, and communicating complex state and federal laws to support division or program operations.

3. A demonstrated mindset focused on innovation and continuous improvement, with the ability to promote a culture of experimentation and adaptability.

4. Demonstrated ability to effectively manage multiple complex and competing priorities while leading and motivating diverse teams to achieve collaborative and results-oriented outcomes.

5. Excellent written and verbal communication skills, with the ability to engage diplomatically across audiences and maintain effective relationships with a diverse range of stakeholders.

6. Experience in financial and budgetary management.

7. Supervisory experience including hiring, coaching, performance management, and team development.

8. Ability to work effectively and cooperatively with individuals from diverse backgrounds and underserved communities.

Preferred Qualifications

Master’s degree or advanced degree in law enforcement, criminal justice, public administration, information services, or a related field from an accredited institution.

Knowledge of and experience interpreting and implementing FBI CJIS Security Policy requirements.

Experience working within public sector information technology systems, with strong knowledge of applicable statutes, rules, policies, and standards.

Physical Requirements

Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
