Job description
Regular Schedule: 35 hours per week A Non-Merit vacancy exists in the Office of Law. Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan. A list of eligible applicants will be established based on the examination as outlined below.
Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants. Examples of Duties General Overview Under general supervision of the County Attorney, Deputy County Attorney, Assistant County Attorney, or designee(s), assists with litigation, operational, transactional and administrative matters concerning Baltimore County government.
Essential Job Functions The Baltimore County Office of Law has an attorney opening in the Transactions Practice Group. The Transactions Practice Group advises all County agencies on business transactions, contractual matters and associated legal issues. Issues are wide ranging and include matters related to construction, finance, health, intellectual property, procurement, and public safety matters.
Qualified candidates should have an interest in educating clients and improving current procurement processes and efficiency. Drafts and reviews various legal documents that are related to the day-to-day operations of the various County agencies, including but not limited to, contracts, deeds, leases, other real estate documents, grants, loans and financing documents, including bonds, procurement documents, resolutions and bills. Drafts bills and resolutions for the various County agencies.
Conducts legal research as necessary. Serves as Counsel to various Boards and Commissions. Provides legal assistance to various County agencies in negotiating complex transactions.
Advises the County Executive, the County Administrative Officer, County departments, offices and agencies and the County Council on legal matters, as necessary. Examples of Other Duties Performs other duties as assigned. (NOTE: The duties and responsibilities listed above are for the purpose of determining a common set of minimum qualifications for all positions in this class.
They may not include all of the essential job functions of each position in the class. Each position may not be required to perform all of the essential job functions listed.) Qualifications Required Qualifications A law degree from an ABA accredited law school Admission to the Bar of the State of Maryland A minimum of seven (7) to nine (9) years of transactional and/or legislative drafting experience, and/or experience with business and/or municipal law. Knowledge, Skills and Abilities Knowledge of applicable federal, state and local laws
Knowledge of County best practices and procedures. Strong interpersonal skills required to work with the public and various agencies. Strong writing and drafting skills.
Strong technology skills, including proficiency with Microsoft Office software and legal research platforms such as Westlaw. Exceptional oral and written communication skills. Legislative drafting skills a plus.
Ability to manage and prioritize multiple complex matters. Ability to multi-task. Ability to establish and maintain effective, collaborative working relationships with others (inside and outside the Office of Law).
Ability to work independently and meet deadlines while handling multiple tasks. Ability to maintain professionalism under pressure. A strong sense of ownership of tasks and responsibilities.
A willingness to perform with minimal administrative support.
