Job Description

ProSidian Seeks a Legal and Energy Regulatory Expert to support an engagement for an independent agency of the United States Federal Govt. that is primarily responsible for administering civilian foreign aid and development assistance.

The ProSidian Engagement Team Members work to to facilitate future investments in the energy sector for Bosnia and Herzegovina (BiH); increase BiH's energy security; maintain the robustness of BiH's position as an electricity exporter and; help prevent corruption in the sector. The proposed activity is envisioned to assist the BiH energy sector to support the creation of an investor-friendly legislative and regulatory framework in accordance with Energy Community (EnC) Treaty obligations (and thus European Union (EU) Energy Directives) and to continue the integration of its energy sector into the regional and EU energy markets. Key work stream coverage for the ProSidian Engagement Team include Natural Gas Technical Assistance, Electricity Technical Assistance, Cross-cutting Assistance on EU Accession Requirements in the BiH Energy Sector, and Cross-cutting Assistance and Activities in Public Outreach.

Legal and Energy Regulatory Expert Candidates shall work to support requirements for Program Support and primary role is to ensure BiH's energy, gas, and oil regulations meet the expectations of the European Union (EU) and strategize to make recommendations to senior management, project development teams and other internal stakeholders.

The Legal and Energy Regulatory Expert be responsilbe for maintain current knowledge base of existing and emerging regulations, standards, or guidance documents related to energy, electricty, and natural gas. The Legal and Energy Regulatory Expert will recommend changes to BiH procedures in response to changes in regulations or standards. The Legal and Energy Regulatory Expert will provide technical review of data or reports that will be incorporated into regulatory submissions to assure scientific rigor, accuracy, and clarity of presentation. Other responsibilities may include supporting strategic planning, performing risk assessments, and conducting audits.

Qualifications

The Legal and Energy Regulatory Expert shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

A Master's degree with ten years of energy regulatory experience. The Legal and Energy Regulatory Expert must have knowledge of energy policies, federal agency initiatives and exercises. Government consulting experience and international consulting experience is preferred.

TRAVEL: Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations. LOCATION: Work shall be conducted at the OCONUS - Bosnia and Herzegovina

U.S. Citizenship Required

Excellent oral and written communication skills

Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)

All ProSidian staff must be determined eligible for a "Facility Access Authorization" (also referred to as an "Employment Authorization") by the USG's designated Security Office.
