Job description

Job Title: Business Analyst
Location: White Plains, NY (Hybrid)
Contract: 12 months on W2
Responsbilities:

This role will support Business Analysis activities for Common App program and AI use cases. The Common Application Program at NYPA focuses on assessing, procuring, and modernizing the enterprise application components and solutions. This includes upgrading end of life and end of support technologies, acquiring new capabilities, and ensuring continued alignment with organizational strategy. Projects under Common App. In addition, NYPA is expanding its AI Center of Excellence initiatives to responsibly integrate AI into organizational functions.
Job Functions & Responsibilities:
The Contingent worker will be expected to deliver the following activities over the course of the engagement:
a. Requirements Elicitation, Analysis, and Management
• Facilitate sessions with stakeholders to gather business, functional, and non‐functional requirements.
• Document requirements as BRDs, user stories, use cases, and acceptance criteria.
• Maintain a requirements traceability matrix across all delivery phases.
• Validate requirements with stakeholders and vendors for clarity and alignment.
• Support ongoing refinement, prioritization and requirements change control.
b. Business Process Analysis and Design
• Identify process gaps, pain points, and improvement opportunities.
• Design future‐state (TO‐BE) processes aligned with policies and operational goals.
• Create process maps, swim lanes, and related models for stakeholder communication.
• Collaborate with NYPA teams and vendors to ensure feasible, compliant designs.
c. AI specific Requirements
• Leverage AI for requirements definition, and provide expertise in guiding NYPA teams on using AI for business analysis
• Risk & Compliance Assessment - Identifying potential risks such as bias, regulatory implications, privacy issues, and ethical concerns.
• Success Metrics Definition - Defining AI performance KPIs such as accuracy, precision, business ROI, cost savings, or customer satisfaction improvements.
• Model Explainability Requirements - Determining the level of transparency needed for users, auditors, or regulators.
• Human in the Loop Design - Mapping when humans should review, override, or monitor AI outputs.
• Change Management Planning - Assessing training needs, user adoption challenges, and operational transition planning.
• UAT Planning for AI - Designing acceptance criteria specific to AI outputs, edge cases, and model behavior scenarios.
• Post Deployment Monitoring Framework - Identifying how to track model drift, data quality, and continuous performance over time
d. Business Change Impact Assessment and Stakeholder Engagement
• Identify impacted stakeholders and assess needs and change impacts.
• Support business readiness and cutover planning.
e. Backlog Management and Azure DevOps
• Maintain and refine requirements and user stories in Azure DevOps.
• Ensure items have clear acceptance criteria and prioritization.
• Support sprint planning, refinement, and reviews.
• Track BA artifacts and align with testing and defect management.
• Coordinate with teams to keep documentation current.
f. Documentation, Training, and Knowledge Transfer
• Develop and maintain BRDs, functional specs, process maps, and procedure documents.
• Provide input for training materials and job aids.
• Conduct or support stakeholder walkthroughs of new processes and capabilities.
Skills:
Demonstrated experience as a business analyst in software implementations or deployments. Proficient in programming languages such as Java, C++/C, and Oracle database. Expertise in Excel including macros. A deep understanding of technical concepts, principles, and terminology. Knowledge and expertise in AI usage in Business analysis. Extensive experience in data profiling, analysis, and querying. Experience working on data integration projects. Extensive experience in developing detailed functional and technical requirements. Knowledge of data science concepts, data products and extensive experience in gathering data requirements. Experience working within the Agile framework and employing DevOps (Azure DevOps preferred). Excellent analytical, critical thinking, and problem-solving abilities. Familiar with automated testing tools. Ability to work effectively in a team environment with both employees and consultants. Strong communication skills across various levels of technical and business teams. Proven management and organizational skills. Strong adaptability and capacity to work in fast-paced environments.
Education & Certifications:
BS in Computer Science, Information Systems, or a related field from an accredited institution, or equivalent experience. 10+ years of relevant experience, preferably in Business Analysis for IT projects, including cloud computing and data integration. Programming experience. Any of the following BA certifications is a plus:
- IIBA Entry Certificate in Business Analysis (ECBA)
- IIBA Certification of Competency in Business Analysis (CCBA)
- IIBA Certified Business Analysis Professional (CBAP)
- IIBA Agile Analysis Certification (AAC)
- IQBBA Certified Foundation Level Business Analyst (CFLBA)
- IREB Certified Professional for Requirements Engineering (CPRE)
- PMI-Professional in Business Analysis (PBA) Certification
Certifications in Agile, DevOps, or programming languages, Data Management are a plus.
