Business Analyst / Business Systems Analyst (BA/BSA)
Location: St. Paul, MN (Hybrid - Onsite 1+ day/week)
Project Duration: 6-months assignment with possibility for extension

Project Overview
Our client is seeking up to two experienced Business Analysts / Business Systems Analysts (BA/BSA) to support enterprise-wide business, financial, and operational systems. These roles will serve as key liaisons among business units, operations, and Information Services-supporting enhancements, process optimization, system integration, and Agile delivery of technology solutions.
The BA/BSA will work across systems such as PeopleSoft Financials, PeopleSoft HRMS, Hastus, and Regional Fare Collection Systems, ensuring alignment between business needs and system capabilities while contributing to modernization and transformation initiatives.
This role blends traditional Business Analysis, Business Systems Analysis, and selected Product Owner responsibilities, requiring strong analytical, communication, and leadership skills.
Key Responsibilities
Business & Systems Analysis
  • Lead and document requirements through Business Requirements Specifications (BRS), functional/non-functional requirements, and user stories.
  • Create Requirements Traceability Matrix (RTM) and collaborate with QA to ensure full test coverage.
  • Facilitate requirements gathering workshops, stakeholder interviews, and cross-functional working sessions.
  • Develop wireframes, current-state workflows, future-state process maps, and solution design documentation.
  • Analyze and recommend improvements to existing systems, business processes, and operational workflows.
  • Conduct cost-benefit analyses, ROI assessments, and provide system improvement recommendations.
  • Support contract renewals, vendor coordination, and review of third-party deliverables.
  • Develop training materials, user guides, manuals, and contribute to onboarding documentation.

Agile / Product Ownership
  • Collaborate closely with Product Owners, developers, QA resources, and stakeholders in an Agile environment.
  • Support or act as Product Owner, helping define features, prioritize backlogs, and write/refine user stories.
  • Participate in Agile ceremonies: sprint planning, daily stand-ups, retrospectives, and reviews.
  • Help ensure delivery of business value, user satisfaction, and alignment with strategic goals.

System Maintenance & Enhancements
  • Review, test, validate, and implement vendor upgrades, patches, and system enhancements.
  • Maintain security roles, permissions, and foundational configuration tables.
  • Assist in developing test scripts, executing test cycles, and documenting results.
  • Ensure proper integration between enterprise systems (HRMS, financials, scheduling, fare systems, etc.).
  • Troubleshoot issues, support post-implementation validation, and coordinate resolution activities.

Reporting & Data Management
  • Extract and analyze system data; create queries and datasets to support reporting needs.
  • Enhance reporting processes using tools such as Power BI or other analytics platforms.
  • Train end users on reports, dashboards, and data interpretation.
  • Work with teams to automate data flows and strengthen decision-making through analytics.

Leadership & Collaboration
  • Provide subject matter expertise across business and technology teams.
  • Lead cross-functional initiatives, interdepartmental projects, and collaborative working groups.
  • Prepare and maintain project plans, deliverables, schedules, and stakeholder updates.
  • Mentor junior analysts and support organizational change initiatives.
  • Support a positive, inclusive, and collaborative team culture.

Minimum Qualifications
  • Bachelor's degree in Business Administration, Finance, MIS, or Economics.
  • 5+ years of experience as a Business Analyst or Systems Analyst.
  • 2+ years performing system configurations, enhancements, or modifications within enterprise applications.
  • A Master's degree in the same fields may substitute for two years of required experience.

Desired Skills
  • Experience with large SaaS implementations, enterprise-wide transformation initiatives, or large transit systems.
  • Knowledge of enterprise applications such as PeopleSoft Financials, HRIS systems, Hastus, or equivalent.
  • Strong understanding of budgeting, procurement, HR, finance, or other interdepartmental processes.
  • Proficiency in business process improvement, workflow optimization, and organizational change management.
  • Experience with Power BI dashboards, SQL queries, database tools, and MS Office Suite (Excel, Word, PowerPoint, Access).
  • Experience using collaboration tools: Miro, Mural, Microsoft Whiteboard, or similar platforms.
  • Ability to work across Waterfall, Agile, and hybrid frameworks.
  • Strong interpersonal and communication skills with demonstrated ability to navigate at all organizational levels.
  • Excellent problem-solving, analytical, negotiation, and decision-making abilities.
  • Local candidates strongly preferred (Twin Cities metro area).
