3 Professional References are required for this position. Each reference should include the name, email, phone number, and their position title/company name. Hybrid: Resource will be working a hybrid schedule. NO REMOTE ONLY OPTION. Will need to be onsite from day 1, two days a week. Wednesdays and Thursdays are required onsite days. Local candidates ONLY. Candidate MUST be located in Michigan at time of submission and be able to abide by the hybrid work schedule.

The selected candidate must possess:
A minimum of three (3), and preferably four to seven (4 7) years, of professional experience in data engineering, business intelligence, data analytics, or a related information technology discipline.
Demonstrated experience designing, developing, implementing, and maintaining enterprise reporting and business intelligence solutions.
Experience integrating, transforming, and analyzing data from multiple enterprise systems using SQL and modern data engineering techniques.
Experience developing interactive dashboards, scorecards, and executive reporting using Microsoft Power BI or comparable business intelligence platforms.
Experience gathering, analyzing, and documenting business requirements and translating those requirements into technical reporting and analytical solutions.
Experience working directly with business stakeholders to define reporting requirements, key performance indicators (KPIs), and performance measures.
Demonstrated experience analyzing portfolio, project, financial, operational, or governance data to support executive decision-making.
Strong analytical and problem-solving skills with demonstrated experience performing root cause analysis, identifying trends, and making data-driven recommendations.
Experience developing and optimizing SQL queries, data models, and data transformation processes.
Excellent written and verbal communication skills with the ability to communicate technical information effectively to both technical and non-technical audiences.
Demonstrated ability to work independently while managing multiple assignments, priorities, and stakeholder expectations.

Position Summary
The Michigan Department of Technology, Management and Budget (DTMB) is seeking an experienced Senior Data Engineer to support statewide portfolio reporting, business intelligence, and data analytics for the State Unified Information Technology Environment (SUITE) Investment Management program.
DTMB administers the Information Technology Investment Fund (ITIF), a legislative appropriation that provides funding for critical information technology modernization, cybersecurity, innovation, and infrastructure initiatives across State of Michigan agencies. Given the size, visibility, and complexity of these investments, DTMB requires timely, accurate, and actionable reporting to support executive oversight, portfolio governance, and informed investment decision-making.

The successful candidate will serve as a technical and analytical resource within the Enterprise Portfolio Management Office (EPMO), supporting the SUITE Investment Management and Project and Portfolio Management Support teams within the Portfolio Division. The resource will be responsible for designing, developing, implementing, and maintaining enterprise reporting and business intelligence solutions that enable effective portfolio governance and performance management.

Working collaboratively with executive leadership, portfolio managers, project managers, business stakeholders, and technical teams, the Senior Data Engineer will transform data from multiple enterprise systems into actionable business intelligence supporting investment management, project oversight, risk identification, compliance monitoring, and executive decision-making.
While the primary focus of this position will be supporting ITIF-funded initiatives, the resource may also develop reporting and analytical capabilities supporting the broader statewide IT portfolio, Project Portfolio Management (PPM) environment, and SUITE Investment Management processes.

Position Responsibilities
The Senior Data Engineer shall perform duties including, but not limited to, the following:
Portfolio Reporting and Business Intelligence
Design, develop, implement, and maintain enterprise dashboards, executive scorecards, and business intelligence solutions supporting statewide IT investment management.
Develop standardized portfolio reporting supporting ITIF investments, project performance, portfolio governance, and executive oversight.
Design meaningful Key Performance Indicators (KPIs), portfolio metrics, and visualizations that communicate organizational performance and portfolio health.
Develop automated reporting processes that improve reporting accuracy, consistency, and timeliness.
Produce recurring and ad hoc executive reports supporting DTMB leadership, governance bodies, and agency stakeholders.

Data Engineering and Integration
Design, develop, and maintain data pipelines integrating information from the State s Project Portfolio Management (PPM) platform, business intelligence environment, financial systems, governance repositories, and other enterprise data sources.
Develop, optimize, and maintain complex SQL queries, data models, and transformation processes.
Design scalable data models that support enterprise reporting and analytical capabilities.
Ensure data quality, consistency, integrity, and reliability across reporting environments.
Recommend improvements to enterprise data architecture supporting investment management and portfolio reporting.

Portfolio Analytics
Analyze project, portfolio, financial, schedule, resource, governance, and operational data to identify trends, risks, opportunities, and emerging issues.
Assess project health, risk management effectiveness, deliverable quality, and compliance with applicable standards and governance requirements.
Perform root cause analysis to identify systemic portfolio issues and recommend corrective actions.
Identify risks and opportunities requiring escalation to the EPMO and DTMB executive leadership.
Develop predictive and trend-based reporting supporting proactive portfolio management and investment decision-making.

Business Analysis and Stakeholder Engagement
Facilitate meetings with business stakeholders to identify reporting requirements, performance measures, and analytical needs.
Gather, analyze, and document business and technical requirements for enterprise reporting solutions.
Translate business requirements into technical reporting and dashboard solutions.
Recommend reporting strategies, visualization approaches, and analytical solutions that improve executive decision-making.
Document business requirements, technical specifications, data definitions, metadata, and reporting standards.

Continuous Improvement
Identify opportunities to automate manual reporting activities and improve reporting efficiency.
Recommend enhancements to portfolio reporting processes, governance metrics, and business intelligence capabilities.
Support development and maintenance of statewide reporting standards supporting project management and investment management.
Participate in continuous improvement initiatives supporting the SUITE methodology, Investment Management program, and enterprise reporting capabilities.
Provide knowledge transfer, documentation, and technical guidance to State staff supporting long-term sustainability.
