Agency Overview:
The Executive Office for Administration & Finance IT (A&F IT) is a unit under the Executive Office for Administration & Finance (A&F) supporting IT systems and applications for 15 various A&F agencies. One of the key agencies within A&F is the Department of Revenue (DOR). DOR manages Commonwealth taxes and child support, and their mission is to gain full compliance with the tax, child support and municipal finance laws of the Commonwealth. The mission of DOR's Child Support Services Division (CSS) is to make a difference in the lives of children by enforcing the financial responsibilities of parenthood. CSS' core functions are to establish paternity and establish, enforce, and modify child support and health insurance orders. The COMETS HD system is the agency's child support enforcement IT system.
Position Overview:
A&F IT is seeking an experienced Automation Tester to join the Child Support Systems team within the DOR IT Support Bureau. This role is responsible for designing, developing and executing both manual and automated test cases to ensure the quality, reliability, and compliance of the Child Support application suite. The Automation Tester will validate critical financial calculations, payment processing workflows, enforcement functionality, and federal system interfaces while supporting the team's Agile delivery practices.
The ideal candidate brings strong test automation skills, experience with financial or government systems, and the ability to perform thorough backend data validation alongside front-end functional testing, including accessibility and mobile compliance testing.
Key Responsibilities:
  • Develop and execute manual and automated test cases based on business requirements, Use Cases and technical specifications.
  • Perform functional, regression, integration, system, end-to-end and smoke testing across COMETS HD.
  • Review Use Cases, Business Scenarios, Technical Specifications and Design Documents to create comprehensive test cases.
  • Ensure full traceability of requirements to test cases and defects.
  • Design, develop and maintain automated test scripts using industry-standard automation frameworks (e.g., Selenium or equivalent).
  • Continuously improve and expand automated test coverage to increase efficiency and reduce regression testing cycles.
  • Maintain and update automation suites to align with application changes and new feature development.
  • Validate financial calculations, payment processing workflows and enforcement functionality within the Child Support system.
  • Test inbound/outbound interfaces with federal systems (e.g., Federal Parent Locator Service - FPLS) and other partner agencies.
  • Conduct SQL-based backend data validation and reconciliation to ensure data integrity across system components.
  • Log, track, and manage defects using JIRA and Zephyr (or similar tools).
  • Provide clear defect documentation including steps to reproduce, expected vs. actual results, severity, and supporting evidence.
  • Collaborate with developers and business analysts to triage and resolve defects efficiently.
  • Test native mobile applications for compliance on Android and iOS platforms.
  • Perform keyboard-only navigation testing, zoom testing, and screen magnification checks to ensure accessibility compliance.
  • Validate adherence to accessibility standards (e.g., WCAG 2.1) across application interfaces.
  • Participate in Agile activities including sprint planning, daily stand-ups, and retrospectives.
  • Support release readiness activities and post-deployment validation to ensure successful production releases.
  • Collaborate with cross-functional team members to identify risks and testing dependencies early in the sprint cycle.

Preferred Qualifications:
  • 3-5 years of experience in software quality assurance and test automation.
  • Hands-on experience designing and maintaining automated test scripts using Selenium, Cypress or equivalent frameworks.
  • Proficiency in SQL for backend data validation, querying, and reconciliation.
  • Experience with defect tracking and test management tools (JIRA, Zephyr, or similar).
  • Familiarity with Agile/Scrum methodologies and participation in sprint ceremonies.
  • Experience testing web applications and native mobile apps (Android and iOS).
  • Experience testing financial, tax or child support enforcement applications.
  • Experience with accessibility testing tools and WCAG 2.1 compliance validation.
  • Experience with CI/CD pipelines and integrating automated tests into build processes.
  • Strong analytical and problem-solving skills with keen attention to detail.
  • Ability to work independently while collaborating effectively within a cross-functional Agile team.
  • Excellent written and verbal communication skills for documenting test results and reporting to stakeholders.
  • Proactive approach to identifying quality risks and recommending process improvements.
  • Ability to manage multiple testing priorities across concurrent sprints and releases.
  • Adaptability to evolving requirements and shifting project timelines.

Minimum Entrance Requirements:
Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.

I. An Associate's degree in a related field may substitute for one (1) year of the required experience.
II. A Bachelor's degree or higher in a related field may substitute for the required experience .
