Job description

Overview:

GovCIO is currently hiring for an SME RPA Application Developer to provide strategic guidance, technical leadership, and hands‑on development of robotic process automation solutions supporting U.S. Coast Guard (USCG). This position will be located in Alexandria, VA, and will be a hybrid role.

Responsibilities:

As an RPA Application Developer (SME), you will design, build, modernize, and maintain automation capabilities that streamline mission‑critical business processes. Responsibilities include: 

  • Provide strategic input and SME‑level leadership for RPA solution architecture, design, development, modification, and sustainment.
  • Collaborate with Mission Partner stakeholders to gather, analyze, and translate requirements into functional RPA applications.
  • Leverage RPA tools, frameworks, and reusable components to rapidly develop scalable automations aligned with organizational objectives.
  • Execute the full Software Development Life Cycle (SDLC) using methodologies such as Scrum, Agile, Lean, XP, DevOps, DevSecOps, Feature‑Driven Development, Waterfall, Prototype, and DSDM.
  • Troubleshoot and resolve integration, deployment, configuration, vulnerability, and functional defect issues.
  • Apply coding standards, documentation best practices, and quality controls to minimize technical debt and ensure maintainability.
  • Ensure all RPA applications meet system security, compliance, and accreditation requirements.
  • Support decommissioning activities and retirement of RPA components when required.
  • Develop and maintain the Software Lifecycle Management Plan (SLMP) and related Software Product Documentation, including updates throughout project execution.
Qualifications:

High School with 10+ years (or commensurate experience)

Required Skills and Experience

  • DoD 8570 IAT Level II certification (Security+ CE, CySA+, CCNA Security).
  • Demonstrated experience designing, developing, and sustaining enterprise‑grade RPA solutions.
  • Proficiency in leading RPA platforms and automation frameworks (UiPath, Blue Prism, Automation Anywhere, or similar).
  • Experience applying SDLC methodologies across complex automation initiatives.
  • Strong skills in workflow analysis, process modeling, and automation architecture.
  • Experience in secure software development aligned with cybersecurity and compliance requirements.
  • Ability to troubleshoot integration issues, optimize performance, and maintain stable automation environments.
  • Strong communication skills with the ability to collaborate with stakeholders and present technical recommendations.
  • Ability to support mission‑critical modernization efforts in fast‑paced operational environments.

Clearance Required: Active Secret clearance

Preferred Skills and Experience 

  • Experience supporting U.S. Coast Guard or DHS programs
    Familiarity with enterprise automation governance, low‑code platforms, or DevSecOps pipeline.s
  • Experience with process optimization, continuous improvement, or workflow engineering.
  • Strong analytical mindset and commitment to quality and automation best practices.
