Job description

About the role
The Technical Project Manager - Digital Engineering drives execution across a portfolio of defense R&D programs that apply digital engineering tools (e.g., simulation, model-based systems engineering, digital twins, and hardware-in-the-loop) to optimize the performance of physical systems. You will coordinate the work of university research partners, engineering teams, and prime contractor counterparts, translating U.S. Navy requirements into structured development plans with measurable milestones.
This role reports to the Digital Engineering Director and works across multiple principal investigator-led research teams at academic partner institutions. You will be the connective tissue between the technical work happening at Integer and in university labs and the delivery expectations of customers.
This is a role for someone who thrives in ambiguity, can build structure from scratch, and finds the challenge of coordinating between academia, industry, and government genuinely interesting.
What you'll do
  • Manage a portfolio of concurrent defense R&D programs from initiation through delivery, maintaining technical roadmaps, work breakdown structures, and integrated master schedules.
  • Drive success by coordinating with principal investigators, Integer development teams, and university research teams to align on scope, budget, deliverables, and schedule without direct authority over academic staff.
  • Serve as the primary interface between Integer Technologies, U.S. Navy program offices, prime contractors, academic partners, and equipment manufacturers.
  • Translate operational requirements and government direction into clear engineering tasks and deliverables for distributed research teams.
  • Conduct regular risk assessments, issue tracking, financial reporting, and status reporting (technical briefings, performance dashboards) to the DE Director and program stakeholders.
  • Develop and enforce project documentation standards: design decisions, test plans, results, lessons learned, and configuration records maintained in a structured, accessible repository.
  • Produce professional, concise written products for executive, senior military, academic, and government audiences: program status reports, technical briefings, meeting minutes, risk registers, and communication plans.
  • Apply sound project management methods to a research environment: design reviews, RACI matrices, issue logs, project charters, and milestone tracking adapted to the pace and culture of research and development.

Required Qualifications
  • U.S. Citizenship with the ability to obtain and maintain a Department of War (DoW) Secret clearance (eligibility for Top Secret is a plus).
  • Bachelor's degree in Engineering, Computer Science, Applied Science, or a related technical field.
  • 4+ years of professional experience managing complex technical projects in a research, development, or test and evaluation context.
  • PMP certification, DAU PM certification, or demonstrated equivalent experience in structured project management practice.
  • Demonstrated ability to coordinate across organizations without formal authority. Experience working with university research teams, government customers, or prime/sub contractor structures is strongly preferred.
  • Sufficient technical depth to credibly engage with topics of digital engineering (e.g., simulation, MBSE, digital twins, HIL, HPC) and understand the work being managed, without needing to execute it personally.
  • Excellent written and verbal communication skills; ability to produce clear technical reports and give concise briefings to senior military and government stakeholders.
  • Proficiency with project scheduling and collaboration tools (e.g., Microsoft Project, Azure DevOps, JIRA, Confluence).

Desired Qualifications
  • Professional experience managing programs that apply simulation, digital twin, or model-based engineering to defense hardware or system performance optimization.
  • Experience coordinating with U.S. Navy program offices or other DoD customers, including regular engagement with government technical representatives and contracting officers.
  • Familiarity with university research environments, sponsored research agreements, IP considerations, academic calendars, and the dynamics of PI-led teams.
  • Professional experience supporting system test and evaluation activities, including empirical or lab-based testing in a defense or research context.
  • Experience leading multiple concurrent technology streams (simulation, hardware-in-the-loop, software integration) with responsibility for cross-program dependencies and technology insertion decisions.
  • Working knowledge of relevant tools and environments (e.g., MATLAB/Simulink, RTDS, Speedgoat, HPC environments) sufficient to understand technical status and risk, deep expertise not required.
  • Familiarity with FAR/DFARS and other government contract types (cost-plus, FFP, OTA), and compliance requirements relevant to DoD R&D programs.
  • Experience managing programs obtaining or maintaining DoDI 8510.01 compliance.
