Job description

CVP is seeking a Systems Architect / Technical Lead for a multi-customer web application program serving approximately 625,000 public users across 17 active websites/apps and 25 software projects for NIH, HHS, and other federal agencies. This role demands deep multi-platform web architecture expertise and the ability to drive standardization and reuse across a diverse portfolio. 


  • Provide technical authority for software architecture, identity lifecycle design, and data/integration patterns 
  • Lead security/ATO alignment, cloud/modernization strategy, and root-cause resolution
  • Design reusable architecture patterns and enforce standards across a multi-customer environment 
  • Govern Section 508/accessibility-by-design, DR/backup, and analytics architecture 
  • Produce ARB artifacts and technical standards; mentor the engineering team 
  • Conduct rapid architecture assessments for newly onboarded applications

  • Must be eligible to obtain a Public Trust clearance
  • BS/BA + 10 years of relevant experience; OR MS + 5 years of relevant experience 
  • 10+ years of technical leadership experience 
  • 8+ years of enterprise system development/integration experience 
  • 3+ years on comparable scope/complexity efforts 
  • Cloud/DevSecOps modernization experience 
  • Deep multi-platform web architecture expertise across .NET, Drupal, AngularJS/ReactJS/Node.js/Vue.js, Microsoft Power Platform/Dynamics, and SharePoint Online 
  • Experience with WCMS integration, Section 508/accessibility-by-design, cloud migration, and security patching/configuration management 
  • Demonstrated ability to standardize and drive reusable architecture across a multi-customer portfolio

  • NIH EPLC architecture/design artifacts knowledge 
  • FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility 
  • DevSecOps/CI-CD, automated testing, and code quality proficiency 
  • Cloud experience (AWS/Azure/GCP); containers/IaC as appropriate 
  • Government-approved AI-assisted code/test workflow experience 
  • On-site availability when directed 

Salary Range: $160,000 - $180,000 (depending on experience)
