Job description

Through its wholly owned subsidiaries, American States Utility Services, Inc. contracts with the federal government to provide water and wastewater services that include operating, maintaining, renewing, replacing, and constructing new systems on military installations throughout the United States. The installations where we presently operate are home to nearly 350,000 military and civilian personnel and families.

POSITION DEFINITION :
The Certified Payroll & Billing Specialist serves an important role in complying with the Davis Bacon Act. The Certified Payroll & Billing Specialist will provide support for completing Certified Payroll Reports and administering prevailing wages for American States Utility Services, Inc. (ASUS) and its subsidiary companies. The role will provide support for billing functions as needed.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Identifies and reviews the suitability of labor classifications for ASUS subsidiary laborers in connection with the Davis Bacon Act
• Identifies which projects are applicable to the Davis Bacon Act by reviewing the type of job, and the scope and value of each project
• Maintains project set up and prevailing wages in JD Edwards and Elation Systems, based on the applicable wage determinations
• Identifies which Wage Determination applies to each Davis Bacon project and the period the Wage Determination is applicable
• Serves as system administrator of Elation Systems, including user set up, project maintenance, and support
• Prepares and disseminates certified payroll reports in accordance with Department of Labor requirements, while safeguarding the confidentiality of personnel labor and non-labor information
• Ensures proper storage of completed and approved certified payroll reports on the ASUS SharePoint sites
• Completes special requests submitted from prime agencies, such as reporting Certified Payroll through another 3rd party system, or manually through the WH-347 DOL form, completion and submission of Deduction Authorization forms, project specific forms or letters, as noted in sub-to-prime contracts
• Provides weekly updates on the certified payroll status of each project to the Subcontract Administrators
• Periodically reviews prevailing wage set-ups in JD Edwards to ensure wages are current and accurate
• Reviews the status of each project to determine when a project has been closed and Certified Payroll can be finalized and archived in Elation Systems
• Reviews weekly time entries for ASUS subsidiaries to ensure prevailing wages are correct
• Assists the billing functions with the Billing & Timekeeping Specialist as needed
• Performs other duties as assigned
MINIMUM QUALIFICATIONS AND SKILLS:
• High School Diploma or equivalent; Associate's Degree preferred
• Minimum five (5) years' payroll experience.
• Five (5) years' experience with completing Certified Payroll reports preferred
• Experience with JD Edwards; experience with JDE Timekeeping and Contracts module preferred
• Experience handling Government Wage Determination, Davis-Bacon Act compensation and benefit issues
• Proficient in use of Microsoft Word and Excel
• Demonstrated problem solving, mathematical, and analytical skills
• Strong communication skills to interact both orally and in writing to employees, vendors, and others
• Excellent customer service skills and responsiveness in dealing with vendors, managers and employees
• Organizational/planning skills, including the ability to manage shifting priorities, multiple tasks, and busy calendar
• Collaborative/Team oriented
• Exhibit professionalism with internal and external contacts
• High degree of initiative; self-starter
• Familiarity with U.S. Government contracts and Federal Acquisition Regulations (FAR) preferred
• Familiarity with U.S. Government billing and accounts receivable collections

COMPENSATION INFORMATION
The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
