Education: Bachelor's or Master's degree in Computer Engineering, Electrical Engineering, Electronics Engineering, Software Engineering, Computer Science, or Mathematics with concentration in computer science
Must possess or be working towards one of the following certifications:
o Professional Software Engineering Master (PSEM) OR
o Certified Software Development Professional (CSDP) OR
o Vendor/platform specific certification (Microsoft, AWS, Azure, Red Hat, etc.)
Experience: Minimum 10 years (with Master's degree) OR 14 years (with Bachelor's degree) of professional experience in computer design, software design, development, and testing or computer networks
Minimum 5 years of technical experience supporting DoD Business IT supply, logistics, maintenance, and/or personnel administration systems for aviation, afloat, or shore activities
Experience working on DoD or DoN systems
Demonstrated experience in software engineering processes and full software development lifecycle
TECHNICAL SKILLS & KNOWLEDGE:
Core Software Engineering: Thorough understanding of software engineering processes
Knowledge of DoD's Systems Engineering Technical Processes and Technical Management Processes
Ability to work effectively on complex integrated multi-disciplinary systems in different application domains and system lifecycle phases
Ability to communicate systems engineering principles to others
Experience developing concepts, evaluating data, and working towards practical solutions
Programming & Development: Required: Strong experience with C++, C#, and C/C++
Preferred: Experience with Java, JBoss, Perl, batch scripting, ISQL, PowerBuilder
Strong understanding of information security and secure coding techniques
Experience working with Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs)
Database & Systems: Thorough knowledge of relational database management software
Experience with SAP Sybase ASE (preferred)
Experience with Windows operating systems (Windows 10, Windows 2016, Windows 2019)
Windows server installation, configuration, and management capabilities
Basic network administration knowledge
Virtualization & Cloud: Experience with virtualization technologies (VMware, Hyper-V, VMware Workstation)
Working knowledge of VMware application virtualization suite ThinApp
Agile & DevOps: Experience executing Agile software methodology and principles
Knowledge of continuous development and system integration practices
Experience with automated testing methodologies
Documentation & Communication: Experience writing and presenting technical documentation, white papers, System Administration Guides, etc.
Ability to learn new processes and propose IT solutions to suit end-users' needs
Strong written and verbal communication skills
PREFERRED QUALIFICATIONS: OOMA (Optimized Organizational Maintenance Activity) experience
