Strategic Communications Analyst

Minimum Qualifications Summary
Certification & Education
  • Must possess a current US Passport with ability to travel and work overseas
  • Must be able to meet COMSEC briefing and Local Element management certification requirements available under the OPNAVINST 2201.4, DoD Instruction 8523.01 and Air Force Manual 17-1301
  • SECRET security clearance

Experience Required
  • Must be proficient using open-source aggregate software, to include but not limited to "Talk-Walker"
  • Possess the ability to access all source information, including SECRET-level information
  • 2 years' experience writing high-level Government analyses
  • Possess thorough understanding of the issues prevalent in the CENTCOM AOR and knowledge of military operations.
  • Bachelor's degree in information science, analysis, intelligence, or related field
  • Strong writing, analytical, and reading skills, as well as the ability to effectively communicate
  • 5 years providing IO support to Marine Expeditionary Units (MEUs) and/or other MARCENT subordinate commands
  • Five years' military experience

Job Objective
Under a five-year contract, the Strategic Communications Analyst will support the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands. The scope of the requirement includes professional services for MARCENT located aboard MacDill Air Force Base (AFB), Florida, which serves as a Component Command to U.S. Central Command (USCENTCOM). Specifically, the Strategic Communications Analyst will support the Command Element. The Command Element directs executive level management and the required command and control actions for command-wide mission execution.
Responsibilities
  • Provide open-source information analysis services
  • Provide social and traditional media analysis and communication effects assessment
  • Provide situational awareness and event reporting
  • Provided analysis support for the CENTCOM AOR and selected border countries
  • The analysis services will focus on MARCENT's Theater Security Cooperation (TSC) engagement countries, Marine Expeditionary Units (MEUs) and other MARCENT subordinate commands
  • Provide tailored analytical products and reports, as requested, to include primers supporting operations, exercises, and other TSC events
  • Provide media analysis and an effects assessment capability to measure the effects of the Commanders' themes, communications objectives, and engagement activities
  • Write daily and weekly open-source media summaries and analyses
  • Provide photographic content to enhance social media presence and assist with internal and external communication efforts
  • Capture images of MARCENT activities for internal use and through social media, amplifying communication objectives with releasable content of operational unit activity
  • Develop Operational Update Products (OUP) through expert analysis and review of disparate and disaggregated documents
  • Provide Operational Update Products services to assist the Commander in introducing matters of high importance to the Commandant of the Marine Corps and the Combatant Commander
  • Assist in generating and refining studies, plans, brief, policies and strategies.
  • Submit Operational Update Products in accordance with contractual requirements
  • Work in close coordination with all staff sections but be intimately familiar with G3 operations on a daily basis
  • Provide all oral and written deliverables using a mastery English language level
  • Prepare Unclassified and Classified information, as appropriate
  • Be fundamentally proficient at, and OJT trained in, writing and/or editing basic journalism-style stories, photo captions, news releases, media advisories and Public Affairs Guidance in support of MARCENT Operations, Activities and Investments, and deliver such products on request
  • Have a firm working knowledge of the Defense Visual Information Distribution Service (DVIDS) platform, and he/she will possess the ability to fully operate within the system. This includes uploading and releasing product, otherwise managing product, managing trouble calls within the system and downloading product from the system
  • Have a working knowledge of, and receive OJT training with, all MARCENT-owned government-issued photo and video equipment, to include the ability to use that equipment to effectively capture, upload, edit, otherwise manage, share and archive collected visual information products
  • Have a working knowledge of, and receive funded training in, Adobe products, to include Adobe Photoshop, Adobe Premier and Adobe Illustrator, and will apply these skills in creating and/or editing photo, video and graphics products
  • Be familiar with, and able to apply the tenets of, the Associate Press Stylebook, and will apply these tenets to any written communication products intended for public release, such as captions, stories, press releases and media advisories
  • Possess a familiarity with the MARCENT structure - primary and special staff, as well as command relationships with higher, adjacent and subordinate units, and apply that knowledge by attending relevant meetings, as directed, and back briefing COMMSTRAT matters or relevance to the COMMSTRAT effort
  • Deploy, as required, to MARCENT partner nations in order to perform and/or orchestrate COMMSTRAT activities in support of MARCENT OAIs. This includes but is not limited to: The Intrepid Maven exercise series, MARCENT-led CENTCOM exercises, Key-Leader Engagements, conferences and Subject Matter Expert Exchanges.
  • Receive OJT training on, and possess the fundamental ability to execute, deliberate COMMSTRAT (functional areas of both Public Affairs and Visual Information) planning for COMMSTRAT OAI support

Education & Certification
  • Must be proficient using open-source aggregate software, to include but not limited to "Talk-Walker"
  • Possess the capability to access all source information, including TS SCI-level information
  • 2 years' experience writing high-level Government analyses
  • Possess thorough understanding of the issues prevalent in the CENTCOM AOR and knowledge of military operations.
  • Bachelor's degree in information science, analysis, intelligence, or related field

Work Location
  • MARCENT, MacDill Air Force Base, Tampa, Florida
  • Travel: Contractor personnel must support the projected travel in support of government requirements to MARCENT AOR and supporting locations, which includes but not limited to the following countries: Bahrain, United Arab Emirates (UAE), Saudi Arabia, Jordan, Egypt, France, Germany, United Kingdom, Oman, Qatar, Kuwait, Iraq, Israel, Afghanistan, Syria, Lebanon, Yemen, Pakistan, Turkmenistan, Uzbekistan, Kyrgyz Republic, Tajikistan, Kazakhstan, Djibouti, Cyprus, Turkey, Italy, and Greece. The ideal candidate will be available for travel on less than 24 hours-notice to support personnel recovery and training for forward deployed forces. The ideal candidate will possess the ability to execute OCONUS travel throughout the Central Command (CENTCOM) AOR.
