PROGRAM ANALYST
DEPARTMENT OF FAMILY & SUPPORT SERVICES
Children's Services Division
Number of Positions: 1
(additional vacancies possible pending budget approval)
Starting Salary: $75,336.00
New hires are paid the starting rate. Current employees' pay rate is determined by their job title and years of service

This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNITS 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Under general supervision, the class researches, analyzes, and monitors the efficiency and effectiveness of programs and services relative to a department's operation, and performs related duties as required
ESSENTIAL DUTIES
โ€ข Studies administrative and operational processes such as management reporting systems, staffing patterns, resource and equipment utilization, client services, and work methods and procedures to identify inefficiencies and opportunities for improvement
โ€ข Develops flowcharts, forms, and work measurements to gather data in order to make a thorough analysis of programs and operations
โ€ข Researches managerial methods and techniques for use in developing new or revising existing operational procedures, work standards, programs, and policies
โ€ข Creates and maintains a database of program statistics and budget information related to program activities and services for use in evaluating program cost effectiveness
โ€ข Prepares detailed reports on findings and recommendations for operational improvements
โ€ข Develops plans and time schedules to achieve recommended improvements
โ€ข Monitors changes to determine whether efficiencies are achieved and recommends additional changes and improvements
โ€ข Writes and edits manuals to facilitate the uniform implementation of new or revised procedures and policies
โ€ข Assists in securing funding and identifying professional services needed to execute new or modified department operations
โ€ข Evaluates project data, tracks budgets, and monitors timelines to help teams finish work on time and within budget
โ€ข Oversees subordinate positions engaged in the research and evaluation process, as required

Qualifications
MINIMUM QUALIFICATIONS
โ€ข Six (6) years of program evaluation experience, OR
โ€ข Graduation from an accredited college with an Associate's degree in Business Administration, Public Administration, or a directly related field, plus four (4) years of program evaluation experience, OR
โ€ข Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, or a directly related field, plus two (2) years of program evaluation experience, OR
โ€ข Graduation from an accredited college or university with a Master's degree or higher in Business Administration, Public Administration, or a directly related field, plus one (1) years of program evaluation experience
SELECTION REQUIREMENTS
This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, will be selected.
