Job Summary

The Policy and Community Engagement Manager advances Neighborhood House's strategic goal of disrupting systems that keep people in poverty. This role will work collaboratively with the Neighborhood House leadership, Relationships, Education, Advocacy, Access, and Leadership (REAAL) board advocacy committee, Communications Manager, NH staff, and clients to advance priority issues to policymakers.

Working in close collaboration with NH staff and community partners, the Policy and Community Engagement Manager supports client and staff participation in community education and leadership development activities. This role reports to the Executive Director and facilitates participation in advocacy activities such as legislative visits, public testimony, coalition efforts, and advocacy campaigns.

Responsibilities

Policy Analysis and Legislative Strategy (35%)

• In collaboration with NH leadership, coalitions, clients, and REAAL, develop a compelling local, state, and federal legislative agenda aligned with NH mission and values.
• Develop subject matter expertise of local, state and federal policies, proposed legislation, regulations, and investments/cuts impacting Neighborhood House funding, operations, and communities served.
• Develop and implement effective public policy and communications strategies to garner support for Neighborhood House's desired outcome.
• Provide support to the REAAL Committee of the board.

Community Engagement and Relationships (20%)

• Build and sustain trusted relationships with clients and community stakeholders across Neighborhood House programs through one-on-one conversations, parent meetings, listening sessions, support groups, training, and community meetings.
• Develop relationships with elected officials that represent areas served by Neighborhood House or hold key positions that connect to our services and mission.
• Represent Neighborhood House in community meetings and policy convenings as needed.

Leadership, Development, and Authentic Voice (20%)

• Identify, recruit, and support clients and staff interested in leadership, advocacy, and civic engagement opportunities.
• Support staff, client, and community participation in advocacy activities, including Advocacy Days, legislative visits, public testimony, emails, and calls to policymakers.

Communications (15%)

• Collect, curate, and elevate client stories that demonstrate the real-world impact of public policies on Neighborhood House programs and community well-being.
• Collaborate with NH leadership, Policy Communications Volunteers, and Communications Manager to promote calls to action.

Planning, Documentation, and Evaluation (10%)

• Document outreach, participation, and advocacy activities and outcomes.
• Convey client and community feedback to NH leadership to strengthen program services, organizing strategies and policy agenda.
• Coordinate with Directors, staff, and volunteers to plan advocacy and community engagement activities.

Qualifications

Minimum Qualifications

• Associates or Bachelors' degree in political science, English, communications, ethnic studies, related fields or an equivalent combination of experience, training and/or education will be considered
• 1-3 years performing advocacy or policy analysis work on issues impacting marginalized communities.
• 1-3 years of experience in community organizing, outreach, or grassroots leadership development.
• Demonstrated ability to thrive in a culturally diverse workplace dedicated to equity and inclusion.
• Ability to distill complex policies or proposals into broadly accessible communication
• Strong facilitation, training, listening and relationship-building skills
• Ability to work across diverse communities.
• Strong written and verbal communication skills.
• Excellent follow-through, organizational skills, and ability to manage multiple priorities.
• Must have reliable, independent transportation for frequent travel to various events and sites around Seattle and South King County
• Demonstrated commitment to racial equity, social justice, and community-led systems change.
• This is a hybrid role assigned to Tukwila office, and attending onsite meetings and in-person events as needed is required.
• Must be able to work a flexible schedule, including occasional evenings and weekends.
• Willingness to comply with established agency policies and performance standards, which may include productivity/personal responsibility, client/customer services, teamwork and maintaining a professional demeanor.

Desired Qualifications

• Lived experience with language, cultural, or systemic barriers that informs a deep understanding of the communities served by Neighborhood House.
• Bilingual or multilingual skills relevant to Neighborhood House communities.

Required Credentials

• Must pass Neighborhood House background check requirements.
• Position requires Washington State bi-annual criminal background re-check.

Post-Hire on-the-job Training Requirements

• Current First Aid Certificate within 30 days of hire.
• Current CPR Certificate within 30 days of hire.
• Sexual Harassment Training within 30 days of hire.
• Child Abuse and Neglect training within 2 weeks of hire.
