EVM Project Controls Analyst
Ontario, CA | Onsite | Full-Time

Position Overview

Crown Innovations is seeking an EVM Project Controls Analyst to support government programs through the implementation, maintenance, and analysis of Earned Value Management (EVM) systems.

This role is critical to ensuring project transparency, performance tracking, and financial accountability across federal contracts. The selected candidate will support project planning, cost and schedule analysis, and reporting functions while maintaining key project control artifacts including the Contractor Work Breakdown Structure (CWBS) and Integrated Master Schedule (IMS).

The EVM Project Controls Analyst will work closely with program management, Control Account Managers (CAMs), Integrated Product Teams (IPTs), and finance teams to ensure compliance with EVM standards and successful project execution.

Key Responsibilities

EVM System Implementation & Maintenance

Support implementation and maintenance of the Earned Value Management System (EVMS) in compliance with EIA-748 standards
Develop project-specific EVM procedures and supporting documentation
Collaborate with CAMs and project teams to ensure proper EVM practices and data collection
Guide CAMs in work package statusing, scope definition, variance reporting, and development of Corrective Action Plans (CAPs)

Project Planning, Control & Analysis

Conduct research, evaluations, and analyses to support project planning and control activities
Present recommendations based on data-driven insights
Maintain project logs including Management Reserve, Undistributed Budget, and Contract Budget Base (CBB)
Integrate approved scope changes into the EVMS

CWBS & IMS Management

Develop and maintain the Contractor Work Breakdown Structure (CWBS) and CWBS Data Dictionary
Develop, update, and deliver resource-loaded Integrated Master Schedules (IMS) aligned with the Performance Measurement Baseline (PMB)
Interface with schedulers to ensure schedule data aligns with PMB and EVM reporting requirements

Cost, Schedule & Performance Analysis

Calculate and analyze cost variance (CV), schedule variance (SV), Cost Performance Index (CPI), and Schedule Performance Index (SPI)
Perform detailed cost and schedule planning and Earned Value variance analysis
Identify Control Accounts requiring variance explanations and assist CAMs with Variance Analysis Reports (VARs)
Evaluate VARs and escalate critical performance issues
Develop and monitor Estimates to Complete (ETC) and Estimates at Completion (EAC)

Integrated Program Management Reporting (IPMR)

Prepare, validate, and deliver monthly and quarterly Integrated Program Management Reports (IPMR)
Ensure IPMR accuracy, compliance, and clarity
Maintain historical EVM data and reporting records

Financial Management & Cost Estimation Support

Support project financial management through EVM analysis and reporting
Assist cost estimation efforts using historical EVM data
Provide guidance on project charge codes

Risk & Configuration Management Support

Support risk management by monitoring the Risk Register and analyzing project impacts
Ensure all approved changes are reflected in the EVM baseline

Stakeholder Collaboration & Communication

Collaborate with Program Management, IPTs, CAMs, and finance teams on EVM-related matters
Serve as a liaison between project management and finance teams
Support Integrated Baseline Reviews (IBR), EVM reviews, and audits

Minimum Required Qualifications

Associate's degree in Engineering, Finance, Business Administration, Accounting, or a related field
Minimum two (2) years of relevant experience in project controls, planning and scheduling, cost analysis, or financial management with a focus on EVM application
Experience supporting or working within federal government contracting environments is highly desirable
Practical understanding and application of Earned Value Management principles (EIA-748)
Proficiency in EVM metrics including CV, SV, CPI, SPI, VAC, TCPI, and EAC
Experience working with CWBS, CWBS dictionaries, and resource-loaded Integrated Master Schedules (IMS)
Experience supporting or preparing Integrated Program Management Reports (IPMR)
Advanced Microsoft Excel skills including pivot tables, formulas, and macros
Proficiency with Microsoft Project, Word, and PowerPoint
Ability to analyze large datasets and translate findings into actionable insights

Work Schedule

Typical schedule may include 10-hour shifts depending on project requirements

Work Environment

Fully onsite position based in Ontario, California (Hybrid work flexibility is not guaranteed but may be considered at the discretion of leadership based on operational requirements.

Must be willing to relocate to Ontario, CA prior to start if not local

Compensation

EVM Project Controls Analyst - $26.87 - $40.00 hrs. equivalent

Compensation is determined based on experience, qualifications, geographic location, and internal equity considerations.

Crown complies with all applicable state and local pay transparency laws. The listed compensation range represents the good faith hourly range for this position at the time of posting. Actual compensation will be based on experience, qualifications, geographic considerations, and business needs.
