Texas Immigration Law Council (TxILC) is a 501(c)(3) nonprofit, nonpartisan organization devoted to protecting and promoting the rights of immigrants and refugees in Texas. TxILC serves as a statewide resource base for legal service providers, develops and disseminates legal information and tools for advocates and immigrant communities, and advances practical, common-sense immigration solutions through public policy work and coalition building.

TxILC's Economic Justice Initiative (EJI) is a statewide effort to expand civil legal access for low-income immigrants in Texas. EJI places attorney and Legal Access Fellows at host organizations across the state, working on civil legal issues such as employment, housing, family law, and consumer rights.

Since launching in 2024, EJI has built a statewide network of host organizations spanning legal aid providers, law school clinics, medical-legal partnerships, and community-based nonprofits. We have placed a cohort of attorney and non-attorney “Legal Access Fellows” across Texas, providing legal services and outreach and host organizations.

Central to EJI's model is the Community Justice Worker, or CJW. CJWs are trusted, trained community members who extend legal information and navigation services into communities where the traditional legal system does not reach. We are now entering an implementation period in which host site fellows are designing and launching community-based CJW pilots, engaging network CJWs embedded in community organizations, and building toward a statewide CJW network. This work demands dedicated programmatic capacity to execute well and to grow the model responsibly.

Note: This is a grant-funded position. The current grant funding this position is through September 2027. Extension of this position beyond September 2027 may be possible depending on available funding and organizational circumstances.

The EJI CJW Program Associate Fellow will provide dedicated programmatic support to EJI's expanding implementation activities, with a focus on the initiative's growing network of community-based CJWs, pilot project execution, and partner organization capacity. This role is designed to support the scale and complexity of EJI's current work and to lay the groundwork for a statewide CJW network.

The Associate Fellow will work closely with the CJW Coordinator, EJI Managing Attorneys, Project Manager, and Partnership and Education Coordinator, to ensure that CJW pilot projects are well-resourced and on track, that network CJWs and partner organizations receive consistent support and training, and that stipend and resource administration functions are executed with fidelity. The Associate Fellow will also assist in developing tools, materials, and processes that support the growth of the CJW model in Texas.

This position is supervised by the CJW Coordinator and works in close collaboration with EJI team members as well as community partners and external consultants.

• Support the CJW Coordinator in managing and supporting a network of community-based CJWs and partner organizations across Texas, including facilitating peer learning, providing technical assistance, and helping to troubleshoot field-level challenges.
• Assist in coordinating CJW pilot project activities, including tracking project timelines and deliverables, preparing materials for pilot design and implementation, and supporting fellows and host sites through the pilot development process.
• Administer stipend disbursements to network CJWs or collaborating partners, maintaining accurate records and ensuring timely, compliant processing in coordination with EJI program and finance staff.
• Support partner organizations with resources, tools, and orientations that strengthen their capacity to host and sustain CJW activities.
• Assist in the development and delivery of training materials and curriculum for network CJWs, including contributions to the EJI Learning Lab and related educational tools.
• Coordinate outreach and engagement with community-based organizations to support the growth of the CJW network and broaden the initiative's community partnerships.
• Collaborate with EJI Managing Attorneys to ensure that network CJW activities are appropriately scoped, supervised, and documented in accordance with Texas ethics rules and EJI program standards.
• Contribute to programmatic reporting, data collection, and evaluation activities, including tracking network CJW participation and partner engagement.
• Support planning and logistics for EJI convenings, trainings, and group learning events.

• Must be located in Texas.
• Bachelor's degree or equivalent strongly preferred.
• Experience in program coordination, community organizing, or nonprofit operations, including familiarity with managing logistics, tracking deliverables, and supporting multiple stakeholders simultaneously.
• Deep connection to impacted communities through personal or professional experience.
• Commitment to expanding access to justice, particularly for communities that are underserved or face barriers to legal help.
• Strong organizational skills and attention to detail, particularly in managing administrative processes such as tracking and resource distribution.
• Ability to communicate clearly and effectively in writing and verbally across diverse audiences.
• Flexible, collaborative team player who can work effectively in a fast-moving and innovative environment.
• Ability to engage respectfully with people of diverse backgrounds, viewpoints and experiences, with the recognition that inclusive collaboration leads to stronger outcomes.
• Bilingual (English/Spanish) preferred.

This fellowship offers a competitive salary of $60,000 to $80,000 per year, commensurate with experience. This position also includes a one-time completion bonus payable upon successful completion of the fellowship term at the end of September 2027.
