Panhandle Power Solutions is seeking an experienced USACE-qualified Quality Control Manager (QCM) to oversee all Quality Assurance and Quality Control (QA/QC) activities for a federal construction project at Buckley Space Force Base. This role includes full responsibility for implementing the project Quality Control Plan (QCP) in accordance with USACE requirements and serving as the Site Safety & Health Officer (SSHO).
The QCM must be employed directly by the Prime Contractor and must have no production responsibilities. This position requires daily on-site presence whenever work is being performed.
KEY RESPONSIBILITIES
Quality Control Management
โข Manage, implement, and maintain the approved Quality Control Plan (QCP)
โข Develop, update, and maintain project-specific QCPs per USACE standards
โข Identify, develop, and manage Definable Features of Work (DFOWs)
โข Lead the Three-Phase Control System for all DFOWs, including Preparatory, Initial, and Follow-Up phases
โข Coordinate QC specialists, testing labs, and inspection personnel
โข Maintain complete on-site QC documentation, filing systems, and records per contract requirements
โข Attend and participate in the Coordination and Mutual Understanding Meeting
โข Maintain continuous QC presence on-site during all work operations
Electrical Quality Oversight (Critical Requirement)
โข Minimum 5 years direct QA/QC oversight experience in:
Medium-voltage electrical distribution (5kV-35kV); Switchgear, substations, transformers; Underground duct banks, manholes, grounding grids; MV cable installation, splicing, terminations; Electrical equipment testing and commissioning
โข Perform and/or coordinate review of electrical installation procedures for conformance to USACE and project specifications
Testing, Inspection, and Commissioning
โข Coordinate acceptance testing including:
Insulation resistance testing; VLF/hipot testing; Relay testing and calibration; Grounding and continuity testing; Transformer testing; Cable and equipment commissioning
โข Review and verify testing reports, commissioning documentation, and final turnover packages
Submittal & Documentation Control
โข Manage submittals, shop drawings, test reports, manufacturer certifications, and material traceability in RMS/QCS
โข Ensure submittals meet specifications and are approved prior to installation
โข Maintain complete QC records including daily reports, logs, checklists, testing documentation, and deficiency tracking
Deficiency Management & Oversight
โข Track non-conforming work, corrective actions, and final resolution
โข Prevent rework through proactive QA/QC field presence
Special Inspections Coordination
โข Notify the Special Inspector and Special Inspector of Record of required inspections
โข Coordinate Special Inspection activities and ensure documentation is complete and accurate
Closeout & Turnover Support
โข Manage closeout deliverables including:
As-built drawings; Redlines; Testing and commissioning records; O&M manuals; Warranties; Final turnover documentation
Stakeholder Coordination
โข Interface daily with USACE representatives, CORs, inspectors, and project stakeholders
โข Participate in project meetings and provide quality-related updates
โข Support commissioning, testing, and turnover activities
MINIMUM QUALIFICATIONS
โข Minimum 5 years construction experience, including at least 2 years as a QC Manager on USACE, NAVFAC, or federal projects
โข Minimum 5 years direct QA/QC experience with medium-voltage electrical distribution
โข Current USACE CQM for Contractors certificate (or ability to obtain within 90 days)
โข In-depth understanding of the Three-Phase Control System
โข Strong electrical construction knowledge (MV distribution, grounding, duct banks, switchgear, transformers)
โข Experience developing/managing DFOWs
โข Experience with RMS/QCS
โข Ability to read and interpret plans, specifications, and contract documents
โข Proficient with Microsoft Office, Procore, and construction software
PREFERRED QUALIFICATIONS
โข OSHA 30
โข EM 385-1-1 experience
โข Bachelor's degree in Construction Management, Engineering, or related field
โข Federal project closeout experience
COLORADO / FEDERAL PROJECT REQUIREMENTS
โข Ability to work at elevation
โข Ability to work in remote outdoor environments
โข Ability to pass a federal PACER background check for base access (Natural Born U.S. Citizen req.)
COMPENSATION & BENEFITS
โข Competitive salary based on experience
Range: $125K-$160K for QCM+SSHO+MV electrical experience
โข Per diem for travel
โข Performance incentives tied to measurable contributions to successful project outcomes
โข Full PPS benefits package (80/20 split)
