Job Summary:
NEOGOV is seeking a GIS Analyst to join the City of Naperville's Electric Utility team. The role involves managing and coordinating the Utility's geographic information systems, providing technical expertise in GIS development and support for various utility-specific applications.
Responsibilities:
• Provides end user training and support on GIS and utility-specific software.
• Designs, develops, implements, and maintains applications for accessing, analyzing, and maintaining spatial data based on analysis of user/departmental requirements.
• Provides technical expertise for GIS system hardware and software. Monitors system performance. Assists in hardware and software configuration issues. Installs and maintains GIS software.
• Assists in GIS system administration and database administration of relational databases. Documents system and database parameters and guidelines for use. Performs troubleshooting activities regarding database operation.
• Designs and implements relational databases for department-identified GIS applications, as well as other utility-specific applications. Documents structures and verifies compliance.
• Participates with City departments to define their specific GIS needs and identify sources of data. Consults with users regarding programs and procedures for data collection methods and how to maintain data integrity.
• Advises users regarding problems with daily operation of software, systems, and application. Performs troubleshooting on GIS issues and implements corrective action.
• Assists in coordinating, monitoring, and evaluating performance of outside consultants involved in maintaining and upgrading the GIS system for the City. Actively participates in GIS upgrades and upgrade projects both at the utility and at City levels.
• Performs all other duties as assigned, including support of non-GIS departmental software.
Qualifications:
Required:
• A Bachelor’s Degree in Computer Science, Geography, or a related field plus three to five years of experience in computer mapping (with ESRI products), database design, or management plus experience with computer programming and software development in a business environment, or an Associate’s Degree with specialization in Geographical Information Systems or Computer Science plus five to seven years of experience in computer mapping (with ESRI products), database design, or management.
• Experience with computer programming and software development in a business environment.
• A valid State of Illinois driver’s license.
Preferred:
• Experience with Esri’s Utility Network with Electric Utility data.
• Experience with AutoCAD.
• Experience with Python or C# programming.
