Minimum Qualifications Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR A bachelor's degree with twenty-four semester hours in accounting; OR A bachelor's degree in accounting, finance, business administration, management, economics, or statistics; OR An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR Possession of a Certified Public Accountant (CPA) license. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information Job Duties: Manages LaGov budgets, funding, adjustments, and compliance. Reviews accounting work for accuracy, compliance, and standards Processes BA-7s and annual budget requests.

Monitors expenditures, reconciles accounts, analyzes variances, and recommends corrective actions to maintain fiscal integrity and prevent deficit spending. Reviews financial transactions, ensures proper coding and funding, resolves discrepancies, and identifies opportunities to maximize revenues and maintain fiscal integrity. Processes and reviews payments and Bank of America Purchase Card transactions, ensuring accurate coding, budget compliance, proper documentation, and timely LaGov posting.

Resolves discrepancies and maintains audit-ready financial records in accordance with state policies. Manages grant reimbursements, financial reporting, and compliance with federal, state, and agency requirements. Reconciles grant financial activity, maintains audit-ready records, and ensures timely, accurate reporting and successful audits.

Manages complex accounting operations for two programs, balancing multiple funding streams, resolving fiscal issues, and ensuring accurate, compliant, and audit-ready financial activities. Resolves complex fiscal issues; strengthens internal controls and procedures; improves workflows, coding, reconciliations, and recordkeeping; and provides coverage to ensure operational continuity. Performs other duties as may be assigned.

Functional Requirements: Occasionally carrying up to 25 pounds of supplies or devices. Sitting at a desk for up to 8 hours per day. Typing or using a computer with a mouse.

Environmental Factors: Working in a typical climate-controlled office setting. Position-Specific Details: Appointment Type: Full-time- this position may be filled by probation or by promotion of a classified employee of the Louisiana Department of Agriculture and Forestry serving with permanent status. Applicants who are not permanent employees of the Louisiana Department of Agriculture and Forestry will be required to serve a probationary period up to 24 months.

Career Progression: This position may be filled as an Accountant 1, 2, 3, or 4, depending on the level of experience of the selected applicant(s).
