Data Steward

Location: Pittsburgh, PA (Hybrid)

Classification: Exempt

Status: Full-Time

Purpose

The Data Steward is the accountable governance authority for assigned data domains, exercising discretion and independent judgment to interpret enterprise data governance policy and apply it to the data assets, workstreams, and delivery decisions within those domains. This role determines how governance policy applies where published standards are ambiguous or silent, adjudicates data ownership and definition disputes, evaluates and dispositions policy exception requests, and sets remediation priorities for data quality issues affecting clinical, operational, and analytics data. Reporting to the Senior Manager, Data Governance, the Data Steward operates with substantial autonomy within assigned domains, partnering with Data Engineering, Analytics Engineering, QA, and Informatics to ensure that data moving through PANTHERx's platform is governed, documented, and trustworthy.

Responsibilities

Domain Governance & Data Quality

  • Serves as the accountable governance decision-maker for assigned data domains (clinical, operational, or analytics), owning data quality posture, policy application, and compliance risk within those domains.
  • Assesses data quality across governance-defined dimensions (completeness, accuracy, timeliness, consistency, and uniqueness), determining when deviations constitute material business or regulatory risk requiring intervention versus acceptable variance.
  • Investigates the root causes of data quality issues, weighing evidence across pipelines, source systems, and business processes to determine where accountability belongs; sets remediation priorities and directs remediation through resolution with Data Engineering and Analytics Engineering.
  • Advises leadership in bi-weekly governance reviews on domain quality trends, emerging risks, and remediation strategy, recommending changes to policy, quality thresholds, and stewardship practices based on domain findings.

Data Catalogue & Asset Governance

  • Owns the governance record for assigned domains in the enterprise data catalogue (Atlan or equivalent), determining appropriate ownership assignments, data classifications, and quality status for domain data assets.
  • Evaluates new data assets before they reach production consumers, determining whether cataloguing, classification, and ownership meet governance standards, and withholds governance sign-off until deficiencies are resolved.
  • Reviews metadata standards compliance for domain data assets, identifying gaps and negotiating remediation commitments with asset owners and engineering teams.
  • Curates the business glossary for assigned domains, reconciling conflicting definitions across business, clinical, and technical stakeholders to establish the authoritative plain-language definition of record.

Policy Interpretation & Exception Adjudication

  • Interprets published data policies (classification, retention, access, and quality standards) and determines how they apply to specific data assets, new use cases, and situations the policy does not squarely address, escalating recommended policy changes where gaps are systemic.
  • Adjudicates data ownership disputes, data definition conflicts, and policy exception requests within assigned domains as the first-line decision authority; resolves matters within delegated scope and escalates those carrying material regulatory or operational risk with a recommended course of action.
  • Dispositions policy exceptions with documented rationale, owner sign-off, and time-bound review dates, maintaining an auditable exception log and judging when expiring exceptions warrant renewal, remediation, or closure.
  • Evaluates regulatory and audit readiness within assigned domains, determining where governance documentation, controls, or evidence require strengthening and driving those improvements to completion.

Cross-Functional Advisory

  • Advises QA on whether pipeline validation rules for assigned domains accurately operationalize governance-defined quality dimensions and thresholds, directing corrections where they do not.
  • Advises Informatics on the data definitions and quality standards that must be reflected in acceptance criteria before work enters delivery, resolving definitional conflicts that would otherwise stall requirements.
  • Represents data governance in delivery planning forums and retrospectives for domain workstreams, influencing requirements and pipeline design decisions with governance judgment.
  • Counsels Data Engineering and Analytics Engineering on how governance standards apply to new pipeline and data product designs, resolving ambiguity in how policy translates to implementation.

Required Qualifications

  • 3+ years of experience in data management, data quality, data analysis, or a closely related field with direct exposure to data governance, stewardship, or data quality operations.
  • Demonstrated sound judgment in assessing data quality and governance risk: identifying issues, evaluating business impact, determining root causes, and directing remediation through resolution.
  • Experience working with data catalogue or data documentation tools; ability to maintain structured asset documentation to organizational standards.
  • Strong analytical and organizational skills; able to independently manage domain stewardship responsibilities across multiple data assets and workstreams simultaneously, balancing competing priorities and driving remediation efforts to completion.
  • Effective cross-functional collaborator; able to influence stakeholders across engineering, QA, and clinical or operational teams to resolve data issues, establish ownership accountability, and enforce governance policy.
  • Clear, precise written communication skills; able to document governance findings, policy exceptions, and quality issues for both technical and non-technical audiences.

Preferred Qualifications

  • Experience in healthcare, specialty pharmacy, or regulated industries; familiarity with HIPAA, NCPDP, HL7, or clinical data standards.
  • Familiarity with DAMA-DMBOK data governance concepts and the ability to translate framework principles into operational stewardship practice.
  • Hands-on experience with enterprise data catalogue tooling (Atlan, Collibra, Alation, DataHub, or equivalent).
  • Exposure to modern cloud data platforms (Azure Databricks, Snowflake, or equivalent) and how data assets are structured in medallion or layered architectures.
  • Familiarity with data quality frameworks or tooling (Great Expectations, Soda, Monte Carlo, or equivalent).
  • CDMP (Certified Data Management Professional) certification or equivalent, or active pursuit of certification.
  • Bachelor's degree in Information Systems, Computer Science, Data Management, or a related field, or equivalent experience.

Work Environment

This position works in a home office and professional office environment. When in-office this role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines, and communications via MS Teams.
