Description

The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of theEducation and Labor Cabinet. The department provides resources and guidance to Kentucky's public schools anddistricts as they implement the state's P-12 education requirements. The department also serves as the stateliaison for federal education requirements and funding opportunities.
The department is led by an appointed commissioner of education, who is hired by and answers to the 11-memberKentucky Board of Education. Offices are administered by associate commissioners, and divisions within thoseoffices are administered by division directors.
The department employs approximately 425 Frankfort-based workers; 175 employees in support of the KentuckySchool for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518employees at the 50 Area Technology Centers across the state.

Responsibilities include but are not limited to the following:
  • Performs data analysis and research. Uses data-oriented programming languages and tools to collect,query, analyze, and report on data. Provides technical assistance to local school district personnel and otherstate educational agencies in the development, coordination, implementation and monitoring of the District andSchool Collection Repository (DASCR).
  • Analyzes, verifies and reports on student data in assigned school districts using the Kentucky StudentInformation System. Assists districts with student data tracking processes to improve data quality. Serves asdata steward for DASCR, System Admin Schools and Districts and graduation code responsibilities. Makes systemupdates per Office of Education and Licensure Effectiveness (OELE) for colleges or universities that need to beadded for high school and college credit.
  • Collects, analyzes, verifies, reviews and processes student, school and district data, includingFunctional Data Requirements (FRDs) for student attendance data, graduation codes (G Codes) and end-of-yearprocessing. Collaborate with stakeholders to address data-related needs.
  • Oversees data request and ad hoc reports to ensure accuracy. Verifies information in the Person RoleManager System to maintain demographic information on administration, student & grade movement within theschool system. Completes attendance and financial data program tracking sheets for school districts. Reviews andrevises attendance audit reports.
  • Provides training and technical assistance to personnel in assigned school districts, including updateson legislative, regulatory and agency policy changes relating to attendance. Attends regional meetings inassigned school districts related to attendance and presents at regional and state meetings.
  • Provides training on cross-agency initiatives to include leadership initiatives and collaborativeefforts to meet the Commissioner's objectives.

Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in information technology (IT) or related field OR certification in an IT-related field.
EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in IT data analysis.
Substitute EDUCATION for EXPERIENCE:A master's degree in computer science will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION:Two years of additional related experience in IT data analysis will substitute for the education requirement.

Incumbents working in this job title typically perform duties in an office setting. May require minimal travel.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
