The Veterans Health Administration was seeking a Health System Specialist, serving as Executive Assistant to the Deputy Associate Director, Patient Care Services, for the Roseburg VA Health Care System in Roseburg, OR. Key Responsibilities:

  • Serve as Executive Assistant to the Deputy Associate Director, Patient Care Services.
  • Respond to the needs and requests of the Executive Leadership Team, Service Chiefs, Department Managers, and other key program officials.
  • Provide analysis and reporting for operational issues across the health care system.
  • Participate in strategic planning for health care system activities.
  • Serve as Health System Specialist to the Deputy Associate Director, Patient Care Services at Roseburg VA Health Care System.
  • Conduct and direct special studies involving staffing requirements, space utilization, equipment utilization, organizational alignment, and other areas of concern.
  • Recommend solutions to complex problems and supervise implementation of approved solutions.
  • Provide health systems management services and high-level input into complex top-management deliberations and decisions.
  • Help identify and resolve complex management problems across the medical center.
  • Represent the Deputy Associate Director, Patient Care Services, or other executive leadership members at administrative and clinical committee meetings as directed.
  • Exercise delegated authority to make decisions and recommendations affecting medical center operations when serving as the DADPCS representative.
  • Coordinate development and implementation of Health Care System projects that cross departmental lines of authority.
  • Independently formulate administrative policies and procedures based on staff studies, service manager recommendations, committee recommendations, and individual observations.
  • Coordinate directive material and support implementation of administrative policies and procedures.

  • Must have a qualifying combination of specialized experience and graduate education beyond the first 36 semester hours.
  • Specialized experience includes knowledge of health care delivery system missions, organizations, programs, and requirements.
  • Specialized experience includes knowledge of regulatory and credentialing standards.
  • Specialized experience includes knowledge of government-wide, agency, and facility administrative systems such as budget, personnel, and procurement.
  • Experience should demonstrate assisting with health systems management services and high-level input into complex management deliberations and decisions.
  • Experience should demonstrate interpreting constraints, identifying key issues, extrapolating data, formulating administrative policies and procedures, and advising management or contracting on recommendations.

GS-12 Qualification Requirements:

  • Must have one year of specialized experience equivalent to GS-11 directly related to Health System Specialist - Executive Assistant work.
  • Specialized experience includes progressively responsible analytical, administrative, clinical management, or supervisory experience in the health care field.
  • Experience may have been performed in an operating health care facility or higher organizational level with advisory or directional authority over such facilities.
  • Experience must include close working relationships with facility managers and analysis or coordination of administrative, clinical, or service activities.
  • Experience must demonstrate knowledge of health care delivery system missions, organizations, programs, and requirements.
  • Experience must demonstrate knowledge of regulatory and credentialing standards.
  • Experience must demonstrate knowledge of administrative systems such as budget, personnel, and procurement.
  • Experience should include providing health systems management services, supporting complex top-management decisions, formulating administrative policies and procedures, evaluating contract proposals, and monitoring operations programs within a medical center.
  • There is no education substitution at the GS-12 grade level.

Education:
