Job description

VISTA Technology Services, Inc. (VISTA) is seeking an Acquisition Contract Analyst to support a NAVSEA program office located in Crystal City, VA. This is a hybrid position reporting on-site 3 days/week. The ideal candidate will be self-motivated, results-oriented and have Navy/DoD acquisition contract experience and familiar with Foreign Military Sales (FMS). Responsibilities:
Provide cradle to grave acquisition contract management support PAE Mission Systems program office
Assist with drafting and maintaining acquisition documents, such as acquisition plans, Requests for Proposal (RFPs), purchase requests, Class or Justification and Approval (J&A), Justification and Approval for International Agreements, Statement of Works (SOWs), Determination and Findings (D&F), Technical Advisory Reports, and Technical Instructions (TI)
Track and analyze post-award contract status, financial allocations, obligations, expenditures, and fund allocation
Support needs assessments, examining program data to identify trends, risks and recommend corrective actions
Attend meetings and program reviews, assist with compiling presentations, written materials, and/or electronic communications as required
Track funds retrieved through the Management Information System for International Logistics (MISIL) financial database as the standard method of payment for FMS
Develop presentations, meeting minutes, letters and memoranda, and tracking action items
Build strong working relationships with cross functional teams to facilitate and achieve program goals and objectives Basic Qualifications:
Bachelor's degree and 5 years of relevant Navy/DoD acquisition contract experience OR Associates and 10 years of relevant Navy/DoD experience
5+ years of experience in Navy/DoD contract management or contract administration
Experience drafting and maintaining acquisition documents, such as acquisition plans, Requests for Proposal (RFPs), purchase requests, Class or Justification and Approval (J&A), Justification and Approval for International Agreements, Statement of Works (SOWs), Determination and Findings (D&F), Technical Advisory Reports, and Technical Instructions (TI)
Experience monitoring and analyzing post-award contract status, financial allocations, obligations, expenditures, and fund allocation
Experience supporting program meetings and reviews, preparing briefings and other written materials, and tracking and monitoring action items to completion
Experience preparing and reviewing Flag and Senior Executive Service (SES) level program briefs, correspondence for general and Congressional information, action memos, issue papers, and responses to requests for information
Experience using MS Office 365 Suite (Word, Excel, PowerPoint, Teams, SharePoint) skills. Power BI helpful
Knowledge of contract management policies, regulations, guidance such as FAR, DFARS, DFARS PGI, OSD Class Deviation, or Navy Marine Corps Acquisition Regulation Supplements (NMCARs), contract strategy types, contract types, uniform contract line-item numbering system, and product service code or identification
Ability to perform needs assessments, examine program data to identify trends, risks and recommend corrective actions
Strong communication and collaboration and interpersonal skills
Proactive, organization, time management, critical thinking and problem-solving skills Active DoD Secret clearance required Desired Qualifications:
Experience in a Program Executive Office (PEO) or Program Management Office (PMO) supporting a defense weapon system program
Knowledge of contracting strategy types, such as F&O, Sole Source, Other Transaction Authority, International Acquisition, Foreign Military Sales, and Multiyear Procurement and Advance Procurement
Knowledge of DoD and DoN authoritative systems of record, such as DAVE, RDAIS, NEPS, PBIS, PIEE, AMS, ASSIST, or AAFDID
Knowledge of DoD and DoN Financial Management policies, regulations, and guidance
Knowledge of resource allocation processes, program planning, budget execution, spend plans, authorization and appropriation, and appropriation accounts or categories
Knowledge of AAF Pathway, functional policies, guidance, and manuals
Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $105,000.00 to $130,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees.
