Job Overview

The Program Data Science Analyst will play a critical role in supporting program and project planning, execution, and monitoring activities across various initiatives. This role blends deep data science expertise with program analysis, enabling the organization to extract insights from large-scale, heterogeneous data sources, automate analytical workflows, and support mission-critical decision-making. The ideal candidate is a hands-on technical expert who can independently develop models, pipelines, analytical tools, and dashboards that simplify understanding and aid decision making while also collaborating with and providing their own analysis and insights to cross-functional teams, senior leaders, and external partners to aid with program planning, execution, and ultimately delivery of project objectives.

Essential Functions

  • Develop scalable algorithms for large-scale data, applying data mining, clustering, statistical modeling, graph analytics, and visualization techniques to solve analytical problems with incomplete data sets.
  • Conduct exploratory data analysis, identify patterns, and generate actionable insights from structured, semi-structured, and unstructured data.
  • Develop visualizations and dashboards to communicate findings to technical and non-technical stakeholders.
  • Build tools and automation to streamline data ingestion, transformation, and analysis.
  • Design and optimize analytic pipelines, graph traversal queries, and data processing workflows to ensure reliable performance across all environments.
  • Develop scripts and pipelines to process large data streams and support real-time or near-real-time analytics.
  • Design, develop, test, and document data science microservices and analytical applications
  • Conduct data analysis to support project performance tracking and decision-making processes using key metrics and reporting tools
  • Collaborate with program managers to gather, validate and analyze data to ensure data accuracy and usability.
  • Prepare and maintain project documentation, including charters, plans, timelines, status reports, reporting dashboards, and deliverables.
  • Collaborate with program managers and team members to identify challenges and risks, provide analysis and management recommendations.
  • Develop and analyze key performance indicators (KPIs) to monitor project health and success.
  • Assist in budget tracking, cost analysis, and resource allocation planning to help ensure projects remain within financial parameters.
  • Maintain and update project management tools and systems
  • Generate detailed project reports, dashboards, and presentations for stakeholders.
  • Research best practices, recommend process improvements, and support the development of processes and tools to enhance project efficiency.
  • Facilitate and participate in post-project evaluations and recommend improvements for future initiatives.
  • Ensure that all project documentation is stored and organized according to PMO standards
  • Perform additional duties as required to support the success of project initiatives.

Qualifications and Competencies

  • Proficient in Microsoft Excel (e.g., dynamic arrays, Power Query, PowerPivot) and project management tools (e.g., MS Project, Jira), as well as the Microsoft Office Suite (Word, Excel, PowerPoint)
  • Strong analytical and problem-solving skills with a focus on interpreting data and providing actionable insights.
  • Proficiency in Python; experience with C++, Java, or R is beneficial
  • Familiarity with AI/ML tools supporting logistics or operational use cases.
  • Ability to quickly learn new tools and technologies.
  • Effective verbal and written communication, alongside strong interpersonal and collaboration skills.
  • Detail-oriented with a commitment to accuracy, data integrity, and confidentiality
  • Ability to manage multiple tasks and priorities effectively in a fast-paced environment.

Education / Certifications

  • Bachelor's degree in business administration, data analytics, or a related field.
  • Master's degree in quantitative discipline (Statistics, Data Science, Data Analytics, Computer Science, Engineering, etc.) preferred.
    • Additional applicable experience may be substituted for formal education.
  • Certifications in project management (e.g., PMP, CAPM) or data analysis (e.g., Tableau, Power BI) are a plus.

Experience

  • 5+ years of experience using data science, machine learning, or advanced analytics
  • 2+ or more years of experience in project analysis, data analysis, or project management (preferred).
  • Experience in data management, reporting, or process improvement roles is preferred. Experience with BI tools (Tableau, PowerBI, Qlik).
  • Experience with Continuous Integration/deployment (CI/CD) tools (Git, Jenkins, Docker).
  • Experience with graph analytics and graph traversal languages (Gremlin, Cypher, GraphML).
  • Experience communicating analytical findings through visualizations and presentations.
  • Experience with data orchestration tools (Airflow) and data engineering platforms (Databricks, ElasticSearch, Apache NiFi, StreamSets).
  • Experience working with structured, unstructured, or semi-structured data and conducting analysis
  • Strong experience with SQL and relational databases.
