This is a high-impact, hands-on technical leadership role for an engineer with extensive experience delivering land development projects from initial due diligence and entitlements through final design and construction support. The ideal candidate brings strong expertise in local design, zoning codes, municipal ordinances, and jurisdictional approval processes, and is comfortable guiding projects through the full entitlement and permitting lifecycle.

This role combines advanced technical design, entitlement strategy, project oversight, and client leadership, while working closely with public agencies and multidisciplinary teams.

Key Responsibilities:

  • Serve as the engineer in responsible charge for land development projects from due diligence through construction.
  • Stamp and sign engineering plans and reports.
  • Lead and manage the entitlement process, including zoning review, ordinance interpretation, and coordination with jurisdictional agencies.
  • Lead pre-application meetings, entitlement hearings, and coordination meetings with planning staff, public works departments, and other regulatory agencies.
  • Perform and oversee civil design for site development, including grading, drainage, utilities, stormwater management, and roadway improvements.
  • Provide hands-on technical leadership, including redlining plans, reviewing calculations, and guiding design staff.
  • Prepare and review engineering reports, due diligence studies, feasibility analyses, and permit submittals.
  • Maintain QA/QC responsibility and technical accuracy of project deliverables.
  • Coordinate internal and external multidisciplinary teams, including planners, architects, surveyors, and other consultants.
  • Maintain direct client relationships, lead project meetings, and serve as a technical advisor.
  • Assist with project scoping, budgeting, scheduling, and contract management.
  • Mentor and support the development of junior engineers and design staff.
  • Support business development and client relationship growth.

Desired Skills and Attributes:

  • Strong knowledge of land development engineering and entitlement processes.
  • Familiarity with zoning codes, municipal ordinances, and development regulations.
  • Ability to navigate jurisdictional approval pathways.
  • Hands-on technical expertise with the ability to guide design teams.
  • Strong client communication and meeting facilitation skills.
  • Excellent organization and project management abilities.
  • Ability to balance technical leadership with mentorship.
  • Interest in helping grow the land development practice.

Minimum Qualifications:

  • Bachelor's degree in civil engineering.
  • 6+ years of progressive civil engineering experience in land development.
  • Professional Engineer (P.E.) license (Nevada or ability to obtain within 6 months).
  • Experience delivering projects through entitlements, design, and permitting.
  • Advanced experience with AutoCAD Civil 3D.
  • Experience serving in responsible charge for civil engineering projects.
  • Proven ability to lead design teams and mentor junior staff.
  • Strong written and verbal communication skills.
  • Valid driver's license and driving record with 3 or fewer demerit points.

Why Join Lumos:

  • Work directly with developers, municipalities, and regulatory agencies.
  • Influence the technical direction of our land development practice.
