Career Opportunity
We seek candidates for the Assistant Program Manager (APM) position in Norfolk, Virginia. This position serves as T-Solutions' manager for Port Engineering Program personnel in Norfolk, Virginia, and other locations as required. The primary function of this role is to ensure Port Engineers and Combat System Port Engineers are properly trained and mentored, follow U.S. Navy maintenance policies and Solutions policies, and have the necessary materials to do their job.
Essential Duties and Responsibilities:
  • Support the Program Manager and Deputy Program Manager in the day-to-day execution of the Port Engineer Program, overseeing assigned PE/MM/CSPE personnel and ensuring contract performance aligns with PWS requirements, customer priorities, and maintenance objectives.
  • Provide leadership, supervision, and mentorship to assigned personnel by setting expectations, monitoring performance, promoting accountability, and ensuring consistent technical standards, quality, and customer support across assigned ships and locations.
  • Monitor and oversee CSMP maintenance, ship maintenance planning, execution and closeout activities, including CSMP reviews, ship-checks, Work Notification validation, work package development, planning milestone reviews, execution oversight, deferred work tracking, support for growth and new work requirements and timely WN closure/mitigation per required timelines.
  • Oversee compliance with CSMP, PB4M, CASREP, DFS, and other maintenance management requirements by validating documentation, monitoring status, ensuring timely corrective actions, and supporting accurate maintenance availability planning and execution.
  • Monitor and ensure the quality, accuracy, and timeliness of required reports, metrics, briefs, status updates, business case analyses, deliverables, and recommendations provided to Government stakeholders and company leadership.
  • Coordinate across internal teams, Ship's Force, Type Commander representatives, and Government stakeholders to resolve issues, communicate program status, escalate risks, and support informed decisions affecting readiness, schedule, cost, and technical execution.
  • Conduct shipboard visits, on-site engagements, inspections, and participation in required planning, production, assessment, certification, and post-availability events to validate work scope, monitor execution, and support customer requirements.
  • Monitor team performance by analyzing trends, assessing risks, recommending corrective actions, and leading internal routines that improve standardization, lessons learned, and continuous process improvement.
  • Support staffing and continuity of operations by assisting with recruiting, onboarding, training, certifications, manning coverage, visa and base access coordination, and other personnel readiness requirements.
  • Perform routine supervisory and administrative responsibilities, including review of timesheets and expense reports, support for employee issue resolution, participation in meetings, and oversight of compliance with safety, security, quality, and ethical standards.
  • Develop and improve tools, trackers, and processes that enhance efficiency, transparency, accountability, and execution across the Port Engineer Program.
  • Perform other duties as assigned in support of mission, contract, and customer requirements.

Travel:
  • This position includes quarterly travel to Fleet Concentration Support areas.
  • Located at the waterfront near LSPEs.

Education, Knowledge, Experience, Skills, and Abilities Required:
  • A Bachelor's degree in Management or an Engineering/Technical field
  • Level III or higher PE/CSPE Certification or can be obtained within one year of employment
  • Proficient in VSB, NMD, eDFS, and Microsoft Office
  • No less than 2 years as a U.S. Navy Port Engineer
  • Performance metrics consistently above average
  • Project Management Professional (PMP) certification or can be obtained within 9 months of employment
  • Demonstrated organizational skills, initiative, and ability to work independently
  • Excellent communication skills

Qualifications:
  • Must possess a valid Driver's License
  • Must have reliable transportation to and from various work locations
  • Must maintain the capability to communicate with their supervisor and manager when not in the office. This includes using your equipment and services for business-related purposes. The compensation for this position included incidental costs for work-related usage of your devices.
  • Must be able to obtain and maintain a Secret security clearance

Physical Requirements:
  • Ability to frequently traverse stairs, fixed ladders, and ladder wells while walking ships daily
  • Wherewithal to spend several consecutive days at sea while underway as needed
  • Capable of sitting for long periods, standing, walking, crouching and kneeling
  • Reaching, handling, using equipment, keyboards and mobile devices
  • Lifting boxes (files and supplies) up to 20 lbs

In compliance with Virginia's Pay Transparency Act, the minimum salary for this position is $135,000 per year and a maximum salary of $150,000 per year. The minimum salary excludes applicable benefits, bonuses, or performance spot awards.
