Position Overview:
BLN is seeking an experienced Controller with a strong background in federal government contracting to lead our accounting and financial compliance functions. This role is critical in ensuring adherence to FAR/DFARS regulations, managing DCAA audit readiness, and supporting proposal pricing and cost strategy.
The ideal candidate will bring deep expertise in Deltek Costpoint, government contract accounting, and building compliant financial processes that scale with growth.
Key Responsibilities:
Financial Management & Reporting
  • Oversee all accounting operations including GL, AP/AR, payroll, project accounting, and revenue recognition
  • Ensure accurate and timely monthly, quarterly, and annual financial reporting
  • Maintain internal controls and accounting policies in compliance with GAAP and government regulations
  • Lead the month-end and year-end close processes

Government Contract Compliance
  • Ensure full compliance with FAR, DFARS, and other federal regulations
  • Maintain and enhance accounting systems and practices to support government contract requirements
  • Serve as the primary point of contact for DCAA audits, incurred cost submissions, and compliance reviews
  • Develop and maintain policies for timekeeping, expense reporting, and indirect rate structures

Pricing & Proposal Support
  • Partner with business development and contracts teams to develop compliant, competitive pricing for proposals
  • Build and validate cost models, indirect rates, and pricing strategies
  • Support RFP responses with cost volume development and financial narratives
  • Analyze contract profitability and provide recommendations

Costpoint Administration
  • Lead configuration, optimization, and maintenance of Deltek Costpoint
  • Ensure system integrity and alignment with compliance standards
  • Oversee project setup, cost pools, indirect rate structures, and reporting

Leadership & Strategy
  • Manage and mentor accounting and finance staff
  • Provide strategic financial insights to executive leadership
  • Identify opportunities to improve processes, controls, and reporting efficiency

Required Qualifications:
  • Bachelor's degree in Accounting, Finance, or related field (CPA strongly preferred)
  • 8-12+ years of progressive accounting experience, with significant time in federal government contracting
  • Deep knowledge of FAR, DFARS, and DCAA audit requirements
  • Hands-on experience with Deltek Costpoint
  • Proven experience supporting proposal pricing and cost volume development
  • Strong understanding of indirect rate structures (fringe, overhead, G&A)
  • Experience managing DCAA audits, incurred cost submissions, and audit responses
  • Advanced Excel and financial modeling skills

Preferred Qualifications:
  • Experience in a growing government contractor environment
  • Familiarity with forward pricing rate agreements (FPRA)
  • Experience with CAS (Cost Accounting Standards) compliance
  • Prior leadership or team management experience
