Job description

Responsibilities
Peraton is seeking an experienced Program Manager that will lead execution of an Operations & Maintenance program supporting SATCOM infrastructure and global mobility communications. This role serves as the single point of accountability for all program performance across operations, engineering, cybersecurity, and subcontractor management in a 24x7x365 environment.
Responsibilities:
  • Overall program execution and delivery of all contractual requirements, ensuring mission availability, SLA performance, and compliance with DoD operational and cybersecurity standards.
  • Interface directly with Government stakeholders including CSCO/EMSS PMO and DITCO contracting, providing program status, risk management, and performance reporting.
  • Requires oversight of geographically dispersed teams supporting SATCOM gateway operations, baseband infrastructure, and enterprise communications services. The PM will manage multi-vendor subcontractors, coordinate cross-functional workstreams, and integrate operations into a unified execution framework.
  • Lead transition-in planning and execution, including 30/60/90-day plans, staffing, and operational continuity. The PM will ensure FCC license continuity, COMSEC accountability, and uninterrupted mission operations during transition and steady state.
  • Ensures compliance with RMF, CTSP, DFARS, and IAVA requirements, including remediation timelines and cybersecurity governance.
  • Establish metrics-driven program oversight, including KPIs, Monthly Management Reports (MMR), Mission Status Reports (MSR), and PMR briefings.
  • This position requires leadership of high-tempo mission operations with strict availability requirements (≥99.9%), coordination of maintenance and system upgrades, and execution within highly regulated, mission-critical DoD environments.

Qualifications
Required Qualifications:
  • Minimum of Top Secret clearance with SCI eligibility. Contract requires TS/SCI. The candidate must maintain the clearance
  • Bachelor's degree in engineering, computer science, business, or related field
  • 12+ years leading large-scale DoD programs (SATCOM, O&M, or enterprise IT environments)
  • 10+ years managing 24x7x365 operations across geographically distributed teams
  • Demonstrated experience integrating multiple workstreams or contracts into unified operations
  • Strong experience with DoD cybersecurity frameworks (RMF, DFARS, CTSP, IAVA)
  • Experience managing subcontractors in multi-site operational environments
  • Familiarity with DoD reporting structures and program governance (e.g., DoDI 8100.04, KPIs, thresholds)
Desired Qualifications:
  • Master's degree in engineering, business, or related technical field
  • PMP or PgMP certification
  • ITIL Foundation or higher
  • DoD IAM Level II or higher (DoD 8140 / 8570 compliance)
  • Experience with SATCOM operations, including Iridium or LEO/MEO constellations
  • COMSEC experience (ISM/STE/TACLANE/CRO oversight)
  • Experience supporting secure DoD networks (SIPRNet, JWICS)
  • Familiarity with AWS GovCloud or similar cloud environments
  • Experience with enterprise ITSM tools (e.g., Remedy, ServiceNow)
  • FCC licensing coordination or management experience

Target Salary Range
$146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
