Job description

This career is responsible for assisting the General Manager in planning, organizing, directing and coordinating the activities of the water and sanitary sewer systems, and for day to day management of the water distribution and sewer collection systems.
Skills & Requirements
Qualifications
• Comprehensive knowledge of the development, construction and maintenance of water and sewer systems.
• Good knowledge of the principles and practices of utility administration and its specific application to the administration of water and sewer service.
• Thorough knowledge of the methods and techniques of engineering, drafting and estimating.
• Knowledge of design and operation of water and wastewater treatment facilities, water distribution and sewer collection systems.
• Must possess management skills and be capable of managing in-house employees and engineering consultants and contractors.
• Must be able to understand and effectively carry out written and oral instructions.
• Must have good computer skills and be able to utilize word processing, spreadsheet, CAD and GIS software programs.
• Thorough knowledge of regulatory requirements related to all aspects of the water and sanitary sewer systems.
• Ability to plan and direct varied system operations in the field and in the office.
• Ability to establish effective working relationships with municipal officials, the public and co-workers.
• Good judgement, conscientious and dependable.
Experience and Education
Any combination of training, experience and education that could likely provide the required knowledge and abilities stated above, and the ability to perform the duties of the position would be qualifying. A typical way to obtain the knowledge and abilities would be:
• Three years or more responsible experience in water and/or sewer systems.
• Bachelor's degree in Engineering, Civil preferred, Certification as Professional Engineer is required. Six months to obtain if not currently certified.
• Coursework or degree in Business Administration desired.
Licenses and Certifications
• Possession of a valid motor vehicle operations license issued by the State of West Virginia or the state of residence if other than West Virginia.
