Position Overview
Salary Range: $35.1246 - $42.6557/hour. Salary reflects Step 1 and Step 5 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.
Work Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m.

Job Summary:
Under direction, performs a variety of professional and technical duties involved in understanding and analyzing the needs of the departments/end-users; project management services; select, implement, and support enterprise application software solutions; application programming; testing, building, and supporting system integrations; and establish and maintain strong vendor/partner relationships.
Scope of Responsibility:
Incumbent is familiar with department operations and is able to work with minimal assistance. Working under general management guidance, incumbent sets precedent within limits and administers operating rules and procedures. Incumbent performs advanced troubleshooting and analysis and uses judgment to select alternatives. Incumbent works closely with department administrators, management, and staff on understanding their goals and providing solutions that help them meet their goals.
Essential Duties and Responsibilities
Information Technology Duties
  • Troubleshoots existing information technology systems, hardware, mobile technology, and software
  • Works with departments to understand their needs and provide project management, assist with selection, and implementation services for new information technology solutions including, hardware, software, security, mobile technology, and hosting options.
  • Installs new and existing information technology systems, hardware, and programs.
  • Responsible for SQL Server database health management; creating program views, functions, and stored procedures; and writing optimized SQL queries for integration with other applications
  • Develops and supports application interfaces including data imports/exports to support data analytics, web services, reporting, GIS, and all data sharing requirements.
  • Establishes a strong understanding of the software systems and how each department utilizes solution(s) to meet their needs.
  • Works closely with Network Team to address and support the security, hardware, supportive software, backup, disaster/recovery, and hosting needs of the solutions.

  • May be part of a team of IT professionals who share 24/7 On-Call support for public safety.

Information Technology Projects
  • Leads departments in examining information technology needs and operations.
  • Evaluates new and existing information technology systems.
  • Provides Project Management including the development of upgrades, custom programs, or installation plans, which includes recommending costs, systems, hosting options, and work plans.
  • Serves as liaison with internal and external information technology staff and contractors.
  • Develops new procedures and manuals regarding system transition and usage.
  • Identifies the need for custom software solutions to support the needs of each department. This may be stand-alone solutions and/or solutions that integrate into or share data with other software solutions.
  • Provides guidance and technical services to support required import and export of data for the systems they support. Examples include: Data needed for moving to or from a software solution, building inquiry copies of data to support mapping & reporting needs, and interfaces to vendor web services.

Systems Maintenance
  • Performs systems upgrades & database management services
  • Reports problems to contractors and supervisory staff.
  • Assists with overseeing overall system security and status.
  • Ensures custom interfaces and programs are maintained and continue to function properly when system changes/updates are applied.

Reports
  • Works with Departments to understand their reporting needs and provides solutions to meet those needs.
  • Utilizes SQL Server functions and available reporting and application programming skills/tools to facilitate report development.
  • Extracts and maintains data.
  • Prepares reports in a workable and usable format.

User Support Function
  • Trains users on the use and application of systems and hardware.
  • Assists in the development of workflow procedures to guide end-users.
  • Assists with training lower-level Information Technology staff.

Performs other duties as assigned.
Qualifications and Skills
Required Qualifications & Skills:
  • Four (4) year degree in Information Systems, Computer Science, and/or equivalent technology program
  • Two (2) years' work experience in project management, planning system implementations & integrations to existing systems, software systems/end-user support, software development, database management, and/or equivalent.
  • Experience with Microsoft SQL Server including building application interfaces, data management, queries, scripting, and reporting.
  • Must be able to pass a State and Federal criminal background check.

Preferred Qualifications & Skills:
  • IT Certifications related to Microsoft SQL Server, Project Management, Cloud Applications, and Help Desk.
  • Experience with cloud computing including application support, reporting, & systems integrations.
  • Experience with HTML, Javascript, and/or Visual Studio

Physical Demands and Working Conditions
Work is in a normal office environment. Intermittent effort involving lifting of amounts between 5 and 25 pounds required. Work requires high attention to detail and deadlines frequently (between 45% and 70% of the time).
