Job description

Job Overview This is an internal posting only Performs supervisory, managerial, project management and technical professional engineering work. An employee in this class provides technical expertise and assists the Engineering Director with the day-to-day departmental tasks. Work includes applying technical engineering knowledge; signing and sealing plans as a licensed professional, directing and managing the design and implementation of multiple concurrent Town Capital Infrastructure Projects; overseeing the implementation of the state delegated environmental programs and maintaining compliance with federal and state issued regulations and permits; representing the Town with other local, state and/or federal agencies; and manages Geographical Information Systems (GIS) data induction in cooperation with the IT department.

The employee exercises considerable judgment and independence of action including contacts with citizens, contractors, and developers. Technical guidance is provided to subordinate technical and clerical personnel. Work is performed under the general direction of the Director and is evaluated through the observation of work, periodic conferences, review of reports and for goal attainment and resolution of problems.

Essential Duties and Tasks Supervises technical and professional engineering staff involved in the design and implementation of environmental programs and design of Town projects. Supervises the design of Town projects and prepares final project budgets and schedules for capital infrastructure projects such as roads, water, sewer, sidewalk/greenway; coordinates and directs design. Coordinates and directs outsourced professional services such as engineering, surveying, and architecture; monitors actual expenses to ensure they fall within budgets, analyzing out of budget expenses, and ensuring they are offset in other areas of the project unless fully justified.

Reports and presents engineering plans, progress status updates for elected officials and citizens. Negotiates contracts and construction activities; facilitates design/survey contracts; prepares design and construction project bid documents; reviews change orders; reviews and makes recommendations on engineering level construction administration. Establishes and monitors the asset management plans for road capital infrastructure, including Powell Bill Resurfacing.

Coordinates with the Planning Department on the roadway components of the comprehensive transportation plan and coordinates the transportation improvements. Coordinates with all departments with construction planning and management activities for Town Funded/Grant Funded projects. Supervises the development plan review for water resource management; manages the residential and commercial site plan review in accordance with engineering practice and guidelines.

Supervises the state-delegated programs and permits for programs such as stormwater NPDES Phase 2 and soil and erosion control; oversees related ordinance creation, adoption, and updates; manages program implementation for standards, inspections, operation and maintenance, enforcement, and appeals. Works with the Director and facilitates communication and negotiations with contractors and developers. Develops and implements policies, standards, and procedures for all aspects of technical work performed in the department.

Occasionally attends Town Council, Planning Board, and other public meetings and makes presentations or answers questions as needed. Performs administrative functions such as reviewing and writing engineering reports, approving expenditures to forward to the Director. Knowledge, Skills, and Abilities Extensive knowledge of principles, practices, and methods of engineering as applied to the planning, analysis, design, and construction of assigned projects.

Extensive knowledge of applicable laws, regulations, guidelines, standards, and codes related to the design and construction of structures and developments; of methods, materials, and techniques used in the construction projects, and of design and legal requirements of assigned systems. Extensive knowledge of Uniform Guidance procurement and purchasing standards. Extensive knowledge of engineering mathematics and computer applications and ability to make complex engineering computations, including estimating time and materials' costs.

Organizational, supervisory, managerial and leadership skills to manage a team of engineers and technical staff. Multi-tasking and analytical skills. Ability to effectively negotiate and represent the Town and to prepare and administer construction and development agreements.

Ability to analyze engineering problems and interpret and explain complex engineering criteria to lay persons. Ability to communicate clearly and concisely, both orally and in writing Ability to perform complex professional engineering work with a minimum of supervision. Ability to provide clear, concise, and professionally sound consultation to the department, to the Town Council, Town Manager, and/or other interested parties on infrastructure engineering issues.

Ability to prepare comprehensive and concise technical reports, to make effective public presentations, and to communicate professionally and effectively with members of the public, the development community, and staff of other public agencies. Requirements Physical Requirements Must be able to physically perform the basic life operational support functions of climbing, balancing, stooping, kneeling, reaching, crouching, standing, walking, grasping, fingering, talking, hearing, and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force constantly to move objects.

Must possess the visual acuity to compile and compute data and statistics, inspect plans for quality of methods and materials, operate a computer, do extensive reading, and use measuring devices. Education and Experience Bachelor's Degree in an assigned field of engineering and considerable experience as a P.E. that demonstrates successful work as a professional engineer in assignment, or an equivalent combination of experience and education

Special Requirement PE License required. Additional Information The starting salary will be determined based on the selected candidate's skills and qualifications. The Town of Fuquay-Varina is a drug and alcohol-free workplace.
