Summary
Position Summary
The Ryan White Part A Lead Contracts Monitor & Clinical Quality Management (CQM) Coordinator (Project/Program Manager II) is the lead staff responsible for all aspects of contract development, execution, and coordination of federal, city, and state-funded agency contracts Additionally, the Lead Contracts Monitor & CQM Coordinator will facilitate monthly, quarterly, and annual program and subrecipient monitoring activities, communications, and follow-up.
This position is responsible for developing contract exhibits including scopes of work, budgets, report forms, and invoice templates as well as any exhibits outlining contract/reporting requirements. The position facilitates the Quarterly Assessment process, provides overall agency program monitoring and technical assistance, and leads in agency and funder site visits. The Lead Contracts Monitor & CQM Coordinator monitors subrecipient agencies to ensure compliance with federal, state, and local regulations and attends the monthly Seattle TGA HIV Planning Council meetings and other committees as assigned. The incumbent supports the Clinical Quality Management function coordinating meetings, querying the client database, producing reports, forms, and presentations. The position also assists the Ryan White Part A Program Manager with tasks associated with the Ryan White Part A reports and application as well as planning, facilitating, and managing activities related to Request for Applications (RFA) procurement process.

Work Schedule
Monday through Friday, 8:00 am to 5:00 pm. FLSA Non-Exempt and overtime eligible.

Remote and Onsite Work
The team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is 401 5th Ave, Seattle, WA 98104.

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Job Duties
  • Assist Ryan White Part A Program Manager with writing, editing, and proofreading portions of Ryan White Part A applications.
  • Assist Ryan White Part A Program Manager with coordinating and writing Requests for Proposals/Applications (RFP/A) for Ryan White Part A funds.
  • Develop contracts for federal, state, and city-funded agency contracts. including contract exhibit development, including contract negotiation, final revisions, and entry into the contracting system as well as monitoring contracts through the signature process.
  • Monitor programs for funded agencies including reviewing relevant reports, ensuring deliverables are met, and expenditures are justified. Provide technical assistance and corrective action plans when needed for contract compliance.
  • Leads and coordinates the processes and communication for all programmatic monitoring activities, including monthly, quarterly, and annual processes to ensure compliance with federal legislation and local requirements.
  • Provides oversight and monitoring of assigned contracts. Furnishes training and technical assistance to assigned programs and subrecipient agencies.
  • Provide preliminary invoice review including cost analysis and performance data, as well as any program-related information the Fiscal Monitor needs to pay submitted invoices.
  • Participate in federal and state site visits.
  • Support the Clinical Quality Management function by querying the client database, producing reports, developing presentations, and coordinating meetings and quality improvement efforts.

Experience, Qualifications, Knowledge, Skills
Our ideal candidate will demonstrate the following (Minimum):
  • At least three years of experience working on government contracts including developing contract exhibits and monitoring programs.
  • Working knowledge of federal Ryan White legislation and requirements for recipients and subrecipients of federal funds including the Uniform Guidance.
  • Demonstrated proficiency developing database queries using SQL Server Management Studio and proficiency using Microsoft Office applications.
  • Excellent writing and verbal communications skills.
  • Ability to establish and maintain effective relationships with people and community-based organizations of diverse backgrounds.
  • Ability to work effectively as a member of a team.
  • Washington State Driver's license preferred.
