Job description

The Opportunity
RS&H is currently seeking a senior level CE&I Project Manager to join our team in the Columbia, Greenville, Charleston, and Orangeburg SC areas. The CE&I Project Manager will lead the day-to-day administration and delivery of roadway and bridge construction projects on behalf of the South Carolina Department of Transportation (SCDOT). This position will serve as the primary project-level liaison among SCDOT, contractors, consultants, and other stakeholders while managing the assigned CE&I team and ensuring construction complies with contract documents, SCDOT standards, specifications, schedules, and quality requirements.
The Project Manager will report to and coordinate closely with the SCDOT Resident Construction Engineer or designated representative. The role may oversee one large project or multiple construction projects and will be responsible for providing an appropriate level of inspection coverage throughout all phases of construction.
Responsibilities
  • Manage the daily operation and administration of assigned SCDOT roadway, bridge, interchange, widening, or related transportation construction projects.
  • Serve as the consultant's primary point of contact with SCDOT and maintain effective working relationships with SCDOT personnel, contractors, local agencies, utilities, property owners, and other project stakeholders.
  • Lead, schedule, mentor, and manage project engineers, inspectors, technicians, administrative personnel, and other CE&I staff.
  • Direct inspection, sampling, testing, and documentation activities for roadway and bridge construction.
  • Monitor contractor compliance with approved plans, specifications, special provisions, SCDOT standards, contract requirements, and approved quality-control plans.
  • Oversee inspection and quality acceptance activities involving concrete, structural foundations, earthwork, base, drainage, asphalt, erosion control, traffic control, signals, pavement markings, guardrail, retaining walls, structural steel, and related construction.
  • Verify that required sampling and testing frequencies are met and properly documented.
  • Review project plans, specifications, schedules, construction sequencing, submittals, requests for information, change proposals, and contractor correspondence.
  • Monitor construction progress and identify schedule delays, conflicts, deficiencies, or conditions requiring corrective action.
  • Support the evaluation and documentation of contract changes, supplemental agreements, claims, disputes, time-extension requests, and differing site conditions.
  • Oversee quantity verification, pay-item documentation, monthly estimates, materials records, and project financial controls.
  • Ensure inspectors maintain detailed field notes, SCDOT construction forms, AS-1 sheets, sample logs, and Daily Work Reports in SiteManager and/or AASHTOWare Project.
  • Conduct and participate in progress meetings, preconstruction meetings, partnering meetings, issue-resolution meetings, and project closeout activities.
  • Ensure project records are complete and sufficiently detailed to reconstruct construction activities and support audits, claims analysis, and final acceptance.
  • Monitor compliance with applicable safety, environmental, erosion-control, traffic-control, Davis-Bacon, EEO, and other federal or state requirements.
  • Assist with scopes of work, fee estimates, contract amendments, staffing plans, proposals, and prospective SCDOT CE&I opportunities.
  • Provide technical guidance and leadership in resolving complex or potentially controversial construction issues.
  • Support final inspection, punch-list completion, final quantities, records closeout, and project acceptance.
Minimum Qualifications
  • Bachelor's degree in Civil Engineering, Construction Engineering, or a closely related engineering discipline from an ABET-accredited program.
  • Professional Engineer license in South Carolina
  • 15 or more years of progressively responsible transportation construction, construction engineering, inspection, or contract-administration experience.
  • Experience serving as a Project Manager, Project Engineer, Resident Construction Engineer, Assistant Resident Construction Engineer, or comparable leader on SCDOT projects.
  • Demonstrated experience managing CE&I contracts and supervising professional, technical, and inspection personnel.
  • Strong knowledge of SCDOT construction practices, Standard Specifications, Construction Manual, standard drawings, testing requirements, and project documentation procedures.
  • Strong written communication, documentation, conflict-resolution, leadership, and client-management skills.
  • Valid driver's license and ability to visit active construction sites, including occasional night or weekend work when project operations require it.
Preferred Qualifications
  • Current or previous experience serving as the Project Manager or Resident Engineer on major SCDOT transportation construction projects.
  • Experience with interstate widening, interchange reconstruction, major bridge construction, or design-build delivery.
  • Knowledge of SiteManager and AASHTOWare Project, including Daily Work Reports, pay quantities, materials documentation, and project records.
  • Current or previous SCDOT certifications in applicable areas such as Concrete, Foundations, Earthwork, Asphalt Roadway, Erosion Prevention and Sediment Control, or Work Zone Traffic Control.
  • Experience with contractor schedule review, claims analysis, change orders, supplemental agreements, and time-extension evaluations.
  • Experience developing CE&I scopes, staffing plans, fee estimates, proposals, and contract amendments.
