Job description

Department: Public Safety

Position Title: Public Safety Officer III

Starting Rate: $26.50 per hour, shift differential and over-time as needed. Dauphin County offers competitive benefits for full-time employment.

Dauphin County Public Safety is currently accepting applications for the full-time position of Public Safety Officer III. Public Safety Officer III is an armed safety and security position. An employee in this position serves conditionally during the probationary period and must complete and pass an agenda of formal and informal training, instruction, and practice. An employee in this position will serve as Officer in Charge and be responsible for supervising public safety officers I and II and Park Ranger, in the absence of a supervisor. The hours for the position are 3rd shift (12-8am)

ESSENTIAL FUNCTIONS OF JOB:

  1. Monitor buildings to ensure safety and security of building visitors and staff.

  2. Stands watches in accordance with post or detail requirements.

  3. Screens building visitors for weapons and prohibited items prior to entry using electronic devices and/or manually and secures visitors weapons and/or prohibited items as necessary or required.

  4. Observes behavior paying particular attention to suspicious persons, and signs or indications of a disturbance.

  5. Makes patrol rounds routinely both inside and outside of facilities and checks and responds to alarm systems.

  6. Identifies and reports all potential safety, structural and environmental hazards occurring on County property. 

  7. Respond promptly to any requests for security services, intrusion alarms, fire alarms, etc.

  8. Summons and assists law enforcement and emergency services when necessary.

  9. Administers First Aid and CPR/AED to injured or distressed people on or around County buildings, facilities and properties.

  10. Quells disturbances and removes or assists in removing unruly visitors, employees or any people that need to leave the premises.

  11. Opens and locks or secures doors, gates and other barriers, moveable or secure, as necessary or required. 

  12. Directs building visitors to appropriate buildings, departments and/or individuals.

  13. Maintains lost and found, reports lost items and secures found items.

  14. Maintains and completes required logs, reports and forms as necessary or required.

  15. Interacts with all County departments, public agencies and the public.

  16. Operates telephone, portable radio, metal detectors and other security related equipment.

  17. Monitors County buildings via CCTV, Card Access & Fire monitoring systems.

  18. Patrols and secures Dauphin County Parks as necessary or required.

  19. Provides security for County events.

  20. Required to work overtime and/or mandated hours in accordance with operational needs

  21. Assists Supervisor in the efficient and effective operation and control of DPS-OSS.
  22. Ensures that DPS-OSS staff provides immediate attention and action to all calls or complaints as per agency policy and operational needs.
  23. Assists in supervision of the operation in dealing with all emergency situations that occur during the shift.
  24. Maintains knowledge of all operating procedures and assures they are followed.
  25. Assists the FTO and Shift Supervisor in monitoring the progress of all trainees, ensuring that trainees are following policy and direction from the training staff.
  26. Serves as a DPS-OSS trainer as required.
  27. As required, provide assignments, including training and daily work expectations, and assures that procedures are followed with the greatest measure of timeliness and accuracy.
  28. As required or assigned, conducts disciplinary investigation upon observing, obtaining information of issues dealing with improper policy, conduct and procedure. Will document disciplinary matters to the Shift Supervisor and the Chief of Operations.
  29. Informs next shift of any new or temporary operating procedures.
  30. Notifies technical staff of any equipment / system problems.
  31. Maintain a working relationship with other county agencies/departments.
  32. Attend staff meetings and administrative staff meetings as required. 
  33. Develop and maintain a working knowledge of current events in the public safety and security industry.
  34. Maintain a working knowledge of agency equipment.
  35. Attend training classes as required.
  36. Assist the Shift Supervisor with Investigations of complaints made against DPS-OSS and the agency without delay.
  37. Document recognition for staff that exceed duties or responsibilities and forwards to the Shift Supervisor.
  38. As required or assigned: assist and participates with the agency's quality assurance. 
  39. As required or assigned: conduct and documents QA related deficiencies and assist through training and/or disciplinary measures.
  40. Responsible for the security of technical systems, software, databases and all confidential information and polices.
  41. Ensure all equipment is operating properly and notify appropriate staff members to resolve problems.
  42. Will ensure that DPS-OSS management is notified of all emergencies and newsworthy events as necessary.
  43. Maintains discipline on radio talk groups of DPS-OSS staff.
  44. Obeys all safety rules and regulations.
  45. On call as needed.
  46. Enforces County and Agency Policy.
  47. Approves and submits payroll as needed.
  48. Ensure staffing requirements to include scheduling are met.

OTHER DUTIES OF JOB:

  1. Performs other job-related duties as required.

  2. Attend meetings as required.

  3. Attend training as required.

SUPERVISION RECEIVED:

  1. Receives instruction and supervision as required and/or necessary from shift the Supervisor regarding daily work duties.

SUPERVISION GIVEN:

Acts as OIC (Officer in Charge) if a supervisor is not on duty. Assists on duty Supervisor with oversight of staff and daily work duties to include scheduling as needed and supervising operations and staff while performing the role of Public Safety Officer.

WORKING CONDITIONS:

  1. Work indoors and outdoors in adequate or adverse lighting, temperatures and ventilation.

  2. Work indoors and outdoors with average or adverse exposure to weather, noise, stress and disruptions.

  3. Normal or adverse indoor and outdoor exposure to dust/dirt.

  4. Subject to working mandatory shifts, on call, or as schedule warrants due to operational needs.

  5. Potential exposure to blood borne pathogens or communicable diseases.

  6. Works in conditions of potential outbursts of disruptive individuals.

PHYSICAL/MENTAL CONDITIONS/CRITICAL DEMANDS OF THE JOB:

  1. Must be able to stand/walk up to 12 hours during the workday, with occasional sitting, twisting, bending, kneeling, stooping, and reaching as necessary to carry out essential job duties.

  2. Must be able to infrequently resist force during a physical altercation with another person and apply force against another person.

  3. Must be able to occasionally secure a person and/or apply restraints with or without resistance and with or without assistance.

  4. Must be able to move frequently throughout the workday.

  5. Must be able to occasionally lift items that weigh up to 50 lbs. from floor to waist and from waist to chest.

  6. Must be able to occasionally alternate between walking, jogging, and running over uneven surfaces.

  7. Must be able to occasionally sit for continuous periods of time as required.

  8. Must be able to frequently ascend and descend a minimum of 20 steps at a time, throughout a shift. 

  9. Must be able to frequently bend and twist at the waist from either the left or right side while standing, squatting, kneeling or sitting. 

  10. Must be able to infrequently move quickly, starting and stopping suddenly, while jogging or running at full speed for 20 to 100 yards.

    A. QUALIFICATIONS:

    EDUCATION/TRAINING:

  • Graduation from high school or an accredited equivalency program.

  • Pennsylvania Lethal Weapons Training - Act 235 Certification (must possess)

  • First Aid and CPR-AED Certified

    B. WORK EXPERIENCE:

3 years of security, or 2 years of corrections or law enforcement experience preferred.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  1. Must be able to speak and understand the English language to include spelling, usage, and grammar.

  2. Must be able to Communicate clearly, in English, orally and in writing.

  3. Must possess ability to maintain confidentiality regarding Department and/or County information and records.

  8. Must possess knowledge and ability in the use of security equipment to include firearms, EDWs, chemical agents, batons, other defensive equipment, and restraints.

  10. Must possess ability to react quickly and calmly in an emergency.

  11. Must possess ability to enforce rules and understanding of individual and group behavior and attitude of individuals under restraint.

  12. Must possess the ability to follow oral and written instructions.

  13. Must possess the ability to maintain relationships with peers, superiors, and subordinates.

  14. Must be able to obtain all training, certifications, and clearances as required by the Department of Public Safety policy or operational needs.

  15. Must possess a valid Pennsylvania Driver's License (OLN). Driving conditions include driving in urban, suburban, and rural environments, day and night, adverse weather, congested traffic, construction zones and unfamiliar routes, frequent stops, starts and turns, sitting for extended periods while driving, entering and exiting vehicle repeatedly, maintaining alertness and situation awareness for long durations, and complying with all traffic laws and organizational safety policies
