About the Opportunity

Horning is looking for an exceptional Assistant Property Manager to help lead the day-to-day operations and oversight of Plaza Towers, a 288-unit high-rise community in Hyattsville, MD. The role is accountable, in partnership with the Property Manager, for delivering excellent customer service to residents, executing leasing and renewal activity, and helping the property achieve or exceed ownership and Horning operational and financial goals.

The property operates with income restrictions similar to LIHTC (though it is not a LIHTC or project-based HUD asset), and prospective residents are income-qualified at 40–80% of Area Median Income (AMI). The resident base may also include Housing Choice Voucher participants. The Assistant Property Manager is expected to income-qualify applicants accurately, maintain complete certification documentation, administer voucher-related paperwork, inspections, and rent portions, and coordinate effectively with local housing authorities.

The Assistant Property Manager is performing well when leasing and renewals are tracking to plan, resident service is consistent and responsive, the move-in and move-out workflows are clean and timely, the on-site team is engaged and developing, and the property is operating in compliance with all applicable laws and Horning policies.

What You’ll Do

  • Partner with the Property Manager on the daily operations of a 288-unit high-rise community, including preparing office schedules to keep the leasing office consistently covered and helping oversee the on-site operations team.
  • Monitor leasing activity in Yardi Voyager, including advertising, traffic, guest cards, and applications; complete required leasing reports and keep every advertising source accurate and current.
  • Review and approve applications against Horning tenant selection criteria and the property’s income restrictions, qualifying applicants at 40–80% of Area Median Income (AMI).
  • Maintain complete, audit-ready income certification files for every approved application in accordance with the property’s affordability program.
  • Process Housing Choice Voucher paperwork, including RFTA packets, rent portion changes, and housing authority coordination; schedule and prepare for HQS, county rental licensing, and other housing inspections, and follow any violations through to closure.
  • Manage the lease renewal process end to end, pricing renewals within Prince George’s County rent stabilization limits and the AMI-based rent limits tied to the asset’s financing, and drive resident retention.
  • Own the notice-to-vacate, move-out, and turnover workflow: perform move-out inspections, complete move-out transmittals within 14 days, prepare collection paperwork per policy, and partner with the Maintenance Supervisor to turn units quickly and reduce rent loss.
  • Respond to resident concerns quickly and professionally, in English and Spanish where applicable; follow maintenance work orders through to completion and confirm residents are satisfied.
  • Provide day-to-day direction, on-the-job training, and coaching to Leasing Consultants and Front Desk staff.

What You’ll Bring

  • 5+ years of multifamily property management or leasing experience (prior Assistant Property Manager experience preferred).
  • Required: experience with LIHTC or a similar income-restricted affordable housing program, including income qualification against AMI limits and certification file management.
  • High School Diploma or GED required.
  • Working knowledge of property management software; Yardi Voyager a strong plus.
  • Strong customer service, organization, and problem-solving skills.
  • Experience with Housing Choice Voucher administration and/or larger (200+ unit) or high-rise communities a plus.
  • Industry certification (NALP, CAM, or comparable) a plus.
  • Bilingual English/Spanish strongly preferred.
