Job description

Position Title: Assistant Project Engineer
Business Unit: Utility Operations HQ
Experience Level: Level 1 (1–5 years)
Work Location: White Plains Office

Project/ Assignment: Staff Augmentation – PM Generation

Work Schedule:
Monday through Friday, with a 7.5-hour workday and a 0.5-hour unpaid lunch. Candidates are paid for actual time worked; there are no paid vacation or sick days. During holidays, the business is closed and no work is permitted.
Requires a hybrid schedule with a minimum of three days onsite, up to and including fully onsite work, depending on department requirements.
Engagement Requirements:
Candidates are required to be local to the Tri-State area and must work in W2 tax status as hourly paid employees of the Service Provider. Fully remote positions are prohibited.
Hybrid schedules are permissible with a minimum of three days onsite, depending on the assignment, and may be fully onsite based on business needs. Remote work privileges may be revoked at any time.
Does not provide laptops. Instead, Provides desktops and dedicated workstations that candidates remotely access from their personal equipment on virtual workdays. If a candidate lacks the appropriate equipment or internet connection, or is determined to be ineffective while working from home, the hybrid privilege may be revoked.
Vendors must disclose foreign national status and all visas at the time of candidate submission. A Benefits Waiver and Ethics Disclosure will be required from the candidate during onboarding.
Position Overview:
The Assistant Project Engineer will support New York Power Authority generation projects by performing financial and project management tasks under the supervision of Project Engineers throughout all phases of the projects, including Initiation, Scoping, Design, Construction, and Closeout.
Key Responsibilities:
* Prepare project plans, risk registers, contractor and consultant award memos, purchase requisitions, scopes of work/services, and other administrative and project governance documents at the direction of Project Engineers.
* Prepare purchase requisitions, develop contract documents, and collect accounting information for new contracts and change orders.
* Attend project health status meetings to update schedule, cost, and project status, ensuring that schedule, cost, and project information is current and accurate.
* Forecast and verify project budgets and stakeholder resources and regularly update information with the Project Controls team.
* Prepare award memos for new contracts and change-order memos to authorize additional contract funding and contract validity dates where required.
* Track monthly invoices and prepare accruals for project financials.
* Coordinate internal and external stakeholder reviews of submittals and RFIs through Project Management Integrated Software (Procore).
* Maintain comment logs documenting reviews and coordinate follow-up activities to ensure comments are addressed and properly closed out.
* Develop a Project Action Items List and review it with the project team. Take on actions as appropriate and follow up with stakeholders to ensure completion.
* Ensure applicable licensing, environmental, permitting, safety, code compliance, construction, and project stakeholder requirements and input are incorporated into projects, especially during the initiation and design phases.
* Support Project Engineers with internal and external stakeholder engagement and coordination for ongoing project tasks.
* Support the review of technical documents, specifications, drawings, project forecasting and variance reporting, schedule management, contract management, and assurance.
Required Skills:
* Proficiency with Microsoft Word, including cross-referencing, indexing, and other functions.
* Proficiency with Microsoft Excel, including the ability to use SUMIFS and COUNTIFS, develop Pivot Tables, and prepare high-quality charts.
* Ability to understand and clearly communicate technical engineering information verbally and in writing.
* Ability to manage schedules and project financials.
Desired Skills:
* Proficiency with, or ability to utilize, project and construction management software such as Procore or equivalent.
* Working knowledge of SAP and the ability to use a purchase order system for tracking costs.
* Proficiency with Microsoft Project or Primavera P6 for schedule development and management.
Education and Certifications:
* Bachelor's degree in engineering, with civil, environmental, mechanical, or electrical engineering preferred; construction management or a related field is also acceptable.
* One year of experience, minimum, in an engineering, construction management, or project administration role preferred.
* EIT and/or CAPM certification preferred, or the ability to obtain certification preferred.
