Job description

Operator I: $22.17 - $23.27
GENERAL PURPOSE
Performs a variety of entry level skilled duties related to city-wide storm water operations, including construction, collection and maintenance.
SUPERVISION RECEIVED
Works under the general supervision of the Storm Water Supervisor.
SUPERVISION EXERCISED:
None.
ESSENTIAL FUNCTIONS
Participates in storm water system cleaning, debris and obstacle cleaning, excavation and repair of storm water lines, connections, manholes, debris basins, dry-wash and storm water retention basins and their appurtenances; performs seasonal maintenance, i.e., snow plow operation and snow removal.
Cleans storm water lines; excavates, repairs and replace storm water lines and mains; operates hydro/jet truck and vactor truck to clean the storm drain system; inspect and clean City owned and privately owned storm drain basins, inlet boxes, manholes, oil/grit separators, canals, and pipes; operates Kubota tractor with brush-hog to groom roadway edges and swells; spray, cut, and remove weeds; trim shrubs and trees as necessary to maintain detention basins, ponds, and drainage channels.
Assist catch-basin maintenance; cleans and clears basins of accumulated solids and sediments to prevent clogging of drainage lines and flooding; monitors catch basin grate tops to prevent accumulation and disposes of blockage; oversees and performs storm water swell construction ensuring proper slope and grade for improved water velocity and flow.
Assist in the maintenance of storm water systems and storm water system equipment in operating order by inspecting, removing, repairing, and replacing malfunctioning parts and sections; conduct dry weather testing of storm drain outfall locations throughout the City.
Operates a variety of vehicles, tools, and equipment used in the maintenance and repair of storm water collection systems; sets up traffic barricades and control equipment in accordance with the MUTCD; observe safety precautions regarding traffic control, confined space entrance, trenching, excavating, and power equipment operation.
Assist to public inquiries in a courteous manner; provide information within the area of assignment; investigate and resolve complaints concerning the storm water collection system in an efficient and timely manner.
Assist in the remove and inspect manhole covers and manholes; place and finish concrete to raise manholes to street surfaces; replace manhole covers as needed; clean storm drains; remove water from flooded streets.
Assist and may perform light maintenance on service vehicles and equipment to ensure safe and effective operations; checks oil and fluid levels, tire air pressure, etc.; schedules service equipment for comprehensive preventive maintenance.
Required to be on-call for emergencies; snow removal, flooding, potholes, etc.
MINIMUM QUALIFICATIONS
  1. Education and Experience:
  2. Graduation from high school or equivalent; plus one (1) year of specialized training provided through vocational college or industry sponsored workshops, conferences, etc.

AND
  1. One (1) year of experience performing closely related duties, i.e., utility system construction, pipefitting, etc.;

OR
  1. An equivalent combination of education and experience.
  2. Knowledge, Skills, and Abilities:

Some knowledge of pipeline construction methods, practices and procedures for storm water collection systems; hazards and precautions associated with trench work and pipe line construction and maintenance; interpersonal communication skills; basic hand and power tools required to install and maintain pipe line; traffic control and diversion; tools and equipment required to lay and repair storm water lines; care of required tools and equipment; OSHA safety standards, etc.
Skill in the operation of heavy mechanized equipment as required by the position, i.e. ,street sweeping, skid steers, backhoes, trackhoes, loaders, tractors, crane trucks, forklifts, trash pumps, weed whips, etc.
Ability to adapt to emergency or unusual situations; tolerate weather extremes in the work place; communicate effectively, verbally and in writing; plan and organize work of subordinate personnel; evaluate employee performance and make related decisions; enforce policies, procedures, regulations, and standards without partiality; perform strenuous manual labor; develop working relationships with supervisors, co-workers and the public. Ability to lift 70 lbs.
  1. Special Qualifications: These are required to obtain in the first 6 months-1 year of work.

Must possess a valid Class A CDL.
Must become CPR certified.
Must become forklift certified.
Must become confined space certified.
Must become trench shoring certified.
Must become flagger certified.

Employees in this position normally work in an outdoor environment, subject to changing and seasonal weather extremes. Frequently, tasks require a variety of physical activities, generally involving muscular strain, related to walking, standing, stooping, sitting, reaching, and lifting; daily potential for hazardous exposure to electrical shock, industrial wastes and raw sewage (containing pathogens such as typhoid, paratyphoid, dysentery, polio, tetanus, etc.); daily exposure to moving parts and equipment such as pumps, motors, heavy equipment, etc.; daily or regular exposure to traffic hazards working in the public right-of-way; daily or regular exposure to hazards associated with confined space operations. Talking, hearing and seeing essential to performing required job functions. Common eye, hand, finger dexterity exist. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving.
