\r\n\r\nThe Maryland Department of General Services (DGS) supports\r\nState and local government agencies, as well as local non-profit organizations\r\nand the citizens of Maryland, by providing facilities management, real estate\r\nand surplus property services, as well as security and law enforcement for\r\nState buildings. DGS is also responsible for a full spectrum of facilities,\r\nengineering, design and construction services, almost $1 billion in annual\r\ncontract administration, and overseeing the State procurement process. LOCATION OF POSITION

There are two positions available within the DGS Office of\r\nState Procurement\r\n\r\nIT & Professional Services (PS)\r\n45 Calvert Street\r\nAnnapolis, MD 21401\r\n\r\n\r\nArchitectural/Engineering(A/E)\r\n301 W. Preston Street\r\nBaltimore, MD 21201\r\n\r\n\r\n\r\nThese positions are eligible for a hybrid work schedule.\r\n

Main Purpose of Job

This\r\nis a professional, supervisory role within the Office of State Procurement. The\r\nincumbent oversees and executes procurement sourcing and contract awards while\r\nensuring strict adherence to State laws and regulations. Key responsibilities\r\ninclude providing technical guidance and policy interpretation to agencies,\r\nmanaging a team of Procurement Officers and support staff, and serving as the\r\nprimary backup to the Program Manager in their absence.\r\n

POSITION DUTIES

Duties to include but not limited to:\r\n\r\nStaff Supervision & Project\r\nPlanning:Direct staff in reviewing and modifying agency\r\nspecifications. Establish realistic contract timelines, including site visits,\r\npre-bid meetings, board dates, and advertising schedules. Define critical\r\ncontract terms to ensure fair competition.\r\n\r\nExternal Liaison & Records\r\nManagement:Ensure staff collaborate efficiently with agencies\r\nand vendors. Act as the primary liaison on BPW and COMAR regulations. Manage\r\nmanual and automated procurement record-keeping, archiving, and document\r\nretrieval.\r\n\r\nSolicitation Development &\r\nPosting:Review requisition specifications for clarity. Oversee\r\nthe creation and posting of IFBs and RFPs on eMMA (eMaryland Marketplace),\r\nincluding terms, conditions, line items, and targeted vendor lists.\r\n\r\nPre-Bid Activities & MBE\r\nGoals:Monitor staff and submit MBE goal recommendation forms\r\nto the Procurement Review Group (PRG). Lead or oversee pre-bid/proposal\r\nconferences, issue clarifications/amendments via eMM, and maintain solicitation\r\nfiles.\r\n\r\nBid Evaluation & Award\r\nRecommendation:Review staff/committee analyses of bids and\r\nproposals for accuracy, responsiveness, and responsibility. Verify vendor\r\nreferences, calculations, insurance, licenses, and MBE compliance. Recommend\r\nawards in accordance with COMAR 21 guidelines and assist in resolving\r\nprotests.\r\n\r\nStakeholder Communication:Ensure\r\nprompt responses to inquiries from contractors, state agencies, and the public.\r\nGuide staff in drafting deficiency notices and follow-up correspondence to\r\nbidders.\r\nBoard of Public Works (BPW)\r\nPrep:Prepare agenda items and comprehensive backup packages\r\nfor contract awards requiring BPW approval. Regulatory Expertise: Maintain an\r\nactive, up-to-date knowledge of procurement laws, codes, and policies to\r\nresolve complex issues within established guidelines.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following\r\nqualifications. Applicants should clearly describe their relevant education and\r\nexperience on their application.\r\n-Bachelor's degree from an accredited college or university.\r\n- Seven years of professional experience in public-sector procurement or\r\nprivate-sector contracting, including experience with soliciting, evaluating,\r\nnegotiating, and awarding contracts; advertising procurement opportunities;\r\ndistributing specifications to vendors; coordinating bidder evaluation committees;\r\nconducting vendor debriefings; monitoring contract performance; eProcurement\r\nmanagement; professional certification; or procurement business operations.\r\n- Experience providing procurement interpretation, instruction, guidance,\r\nand assistance in accordance with applicable State laws, regulations, policies,\r\nand procedures.\r\n- Experience managing, reviewing, or providing guidance on the work of\r\nlower-level procurement professionals.\r\n- IT/Professional Services Position: Five or more years\r\nof experience in IT and/or Professional Services procurement, including\r\nproviding procurement guidance and oversight and reviewing the work of\r\nprocurement professionals.\r\n- Architectural/Engineering Position: Two or more years\r\nof experience with Qualifications-Based Selection (QBS) and/or\r\nArchitectural/Engineering Act procurement, including providing technical\r\ninterpretation, instruction, guidance, and assistance in accordance with\r\napplicable State laws and regulations.\r\n- Intermediate proficiency with FMIS, eMMA, Google Workspace/Google Suite,\r\nand Microsoft Office Suite.\r\n- Experience interpreting and applying State procurement laws, regulations,\r\npolicies, and procedures to complex procurements and contracting activities.\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned\r\nduties which require the operation of a motor vehicle. Employees assigned\r\nsuch duties will be required to possess a motor vehicle operator's license\r\nvalid in the State of Maryland.\r\n\r\n\r\n2. Employees in this classification who have not done\r\nso must obtain and possess certification as a Procurement Professional from the\r\nMaryland Department of General Services within one year of appointment.\r\n
