The Engineering Manager serves as the operational and project management lead for engineering and technology initiatives supporting DARPA IT modernization, cloud adoption, Zero Trust, and enterprise infrastructure programs. This position is responsible for managing project execution, integrated schedules, staffing coordination, engineering resource allocation, budget and cost management, and delivery performance across multiple concurrent initiatives.

The Engineering Manager works closely with technical leads, program leadership, government stakeholders, and cross-functional teams to ensure projects are delivered on schedule, within scope, and within budget while maintaining compliance with mission requirements, security standards, and organizational objectives. The role requires strong program execution discipline, risk management expertise, and the ability to coordinate matrixed technical resources across complex environments.


Responsibilities
  • Lead planning, execution, tracking, and reporting for engineering and infrastructure modernization projects.
  • Develop and maintain integrated master schedules, project timelines, milestones, and resource plans across multiple initiatives.
  • Coordinate matrixed engineering resources across cloud, networking, cybersecurity, systems engineering, and DevSecOps teams.
  • Manage project budgets, labor allocations, burn rates, and cost performance to ensure alignment with contractual and program objectives.
  • Monitor project scope, schedule, risks, dependencies, and technical deliverables to ensure successful execution.
  • Support prioritization and allocation of engineering resources based on mission needs and program objectives.
  • Facilitate coordination between government stakeholders, technical teams, vendors, and program leadership.
  • Track project status, develop metrics and dashboards, and provide executive-level reporting on schedule, cost, risks, and performance.
  • Identify project risks and develop mitigation strategies to minimize operational and technical impacts.
  • Ensure engineering efforts align with contractual requirements, compliance standards, and organizational processes.
  • Support implementation and continuous improvement of engineering management processes, workflows, and governance structures.
  • Coordinate engineering change management activities and ensure proper documentation of project decisions and technical baselines.
  • Support Agile project execution methodologies, sprint planning, backlog prioritization, and delivery coordination.
  • Assist with development of project plans, staffing forecasts, acquisition planning support, and technology roadmaps.
  • Provide leadership and direction to project teams while fostering collaboration and accountability.
  • Support preparation of briefings, reports, schedules, and presentations for DARPA leadership and stakeholders.
  • Actively seek to resolve concerns while adhering to company policy and standards of behavior.
  • Other duties as assigned.

Qualifications
  • Bachelorโ€™s degree in engineering, computer science, information systems, business management, or related field from an accredited university.
  • 12+ years of full-time relevant professional experience
    • PMP certification or equivalent project/program management certification preferred.
  • Active Top Secret clearance with the ability to obtain TS/SCI
  • Successfully pass background and drug screening

Preferred Qualifications:

  • 5+ years of current applicable experience supporting DoD programs.
  • 8+ years of experience managing complex technical projects, engineering operations, or enterprise IT programs.
  • Demonstrated experience managing integrated schedules, project budgets, staffing plans, and matrixed engineering teams.
  • Experience coordinating projects involving cloud technologies, enterprise networking, cybersecurity, infrastructure modernization, or DevSecOps initiatives.
  • Experience supporting Agile project management methodologies and enterprise delivery frameworks.
  • Strong understanding of project lifecycle management, risk management, and resource planning.
  • Experience developing executive-level reports, project status briefings, and performance metrics.
  • IAT/IAM Level II or III Certification preferred.
