Description
Under the direction of the Assistant Vice President of Facility Services, the Senior Chief Engineer - Facility Services performs a variety of regulatory, utility, cost engineering and other engineering duties for the Facility Services Department. In addition, the Senior Chief Engineer may lead and direct a group of workers on a project, teach trade skills to members of the department, direct, approve or disapprove work of outside vendors, help write specifications for bid work, and participate in performance improvement and customer satisfaction programs.
EDUCATION:
High school diploma or equivalent required.
Trade School or Apprenticeship Graduate preferred.
Military training and experience for Plant Operation Systems
WORK EXPERIENCE:
Ten (10) years experience as a Plant Operations Supervisor in similar sized healthcare institution required.
CHARACTERISTIC DUTIES & RESPONSIBILITIES OF JOB:
  • 8% Develops and implements preventive maintenance program for Maintenance / Plant Operations and Security Departments, maintains up-to-date equipment repair records. (E)
  • 8% Responsible for establishing and managing all aspects of the departments Computerized Maintenance Management Program. (E)
  • 8% Maintains the BAS for all HVAC Equipment for all set points. Recommends energy conservation opportunities. (E)
  • 8% Budgets for and tracks all Utility usage: Natural Gas, Heating Oil, Electric, Water and Sewer. Negotiate Natural Gas and Heating Oil contracts. Project upcoming utility costs for operating
  • budget. (E)
  • 4% Responsible for maximum operating and cost efficiencies for facilities through the operation of the equipment and preventative maintenance systems as well as budget control. (E)
  • 4% Prepares and maintains a variety of department records in compliance of JCAHO and Department of Health Standards and local authorities. (E)
  • 4% Maintains a current working knowledge of and ability to troubleshoot all the mechanical systems, including, but not limited to the following: Boilers, Boiler Controls, Boiler Maintenance and Operations, Heating Systems, Chilled Water Systems, Domestic Water Systems, HVAC Unit Operations, Building Automation System, Medical Piped Gas Systems, Air Filtration on HVAC Systems.   • 4% Responsible for scheduling and conducting monthly emergency generator load tests to meet JCAHO and Department of Health requirements. Assists AVP of Facility Services with Energy Management Program. (E)
  • 4% Responds to emergency problems and applies the resources to make necessary repairs. (E)
  • 4% Responsible for compliance with JCAHO, PA Department of Health, OSHA and local regulations. (E)
  • 4% Research, interpret and analyze JCAHO Environment of Care requirements. Writes, implements and monitors the effectiveness of policies and procedures in the functions of Utility Management, Fire Safety (Life Safety), Hazardous Materials and Emergency Management. (E)
  • 3% Schedules and supervises assigned building, grounds and utilities system repairs. (E)
  • 3% Writes policy and procedures, implements and monitors Environmental Air Testing, Hazardous Material Handling, Medical Piped Gas Testing, Fire Protection Systems Testing and Fire Alarm Systems. (E)
  • 3% Provides management as assigned for projects as it pertains to contractors, subcontractors, and vendors. (E)
  • 3% Advises and assist the AVP of Facilities in maters relating to capital expenditures. (E)
  • 2% Monitors and coordinates a variety of preventative maintenance and building fixed equipment repair and improvement projects performed by vendors and contractors, inspects completed work and approves requests for payment regarding same. (E)
  • 2% Assists the AVP/Facility Services in implementing and coordinating the Emergency Management Plan for Facility Services. (E)
  • 2% Maintains a current working knowledge of and ability to troubleshoot all electrical systems including, but not limited to the following: High Voltage System, Normal Power Distribution Systems, Emergency Power Generators and Associated Equipment (E)
  • 2% In the absence of the AVP/Facility Services and Assistant Directors, may assume full responsibilities of the department. (E)
  • 2% Studies and recommends change on standards and codes, and how methods and procedures may be improved. (E)
  • 2% Works in conjunction with outside contractors in the installation of new complex equipment. (E)
  • 2% Evaluates current fiscal year operating budget and propose forecasted costs to AVP of Facilities prior to submittal of annual operating budget. (E)
  • 1% Recommends a lead person or persons, to assign department staff their specific duties and responsibilities in order to achieve maximum output and efficiency of workforce. (E)
  • 1% Prepares periodic reports as required to keep AVP/Facilities informed of operational conditions. (E)
  • 1% Participates in all departmental performance improvement activities. (E)
  • 1% Advises Maintenance / Plant Operations Department personal on proper engineering and safety procedures for all equipment. (E)
  • 1% Conducts or arranges for educational and training programs for the department. (E)
  • 1% Implements, maintains and trains department personal on OSHA rules and regulations concerning Lock-out/Tag-out procedures. (E)
  • 1% Conducts periodic inspections to detect potential hazards and makes recommendations for remedial actions. (E)
  • 1 % Insures compliance with EPA/DEP Requirements. (E)
  • 1% Consults with manufacturer's representatives, orders supplies and replacement parts as needed. (E)
  • 1% Provides management as assigned for in-house projects as it pertains to department staff and scheduling. (E)
  • 1% Coordinates the resources (staffing, material and budget) of the Maintenance / Plant Operations Department as related to assigned projects. (E)
